The Sub-directorate General for Guidance and Lifelong Learning, subordinated to the Directorate-General for Vocational Education and Training, addresses the following tasks within the Ministry of Education and Vocational Training of Spain:

  • Organising adult learning and developing the learning offer across the territory under the Ministry’s management.
  • Carrying out studies, reports and technical works, as well as designing and developing lifelong learning policies, both through formal and non-formal learning activities.
  • Coordinating relations on lifelong learning sector and cooperating with the Autonomous Communities and Local Authorities, as well as planning, managing and monitoring the programs and agreements with the Education Authorities in charge of lifelong learning. This is all jointly coordinated with the Directorate-General for Territorial Assessment and Cooperation.
  • Participating and cooperating in the international agendas on adult learning and lifelong learning.

As the Spanish NSS for EPALE, the Sub-directorate General for Lifelong Learning aims to improve the quality in adult learning in Spain, easing information to adult learning providers about the opportunities of professional development, resources, news, networking, etc.

Some of our activities as NSS for Spain include: developing a national communication strategy; identifying stakeholders at local, regional and national level; participating in forums, social networks and blogs of the platform; selecting adult learning contents and resources; and encouraging users to propose contents for the platform.

The Organic Education Law 2/2006 of the 3rd of May, amended by the Organic Law 8/2013 of 9th of December for the Improvement of Quality on Education (LOMCE) sets the importance of lifelong learning for the Spanish education system. Chapter IX of the Title I of said Law regulates adult learning, addressing the provision of learning, and also updating, completing or broadening knowledge and skills for the personal and professional development of all the citizens over 18 years old.

Each of the seventeen Autonomous Communities of Spain and the Ministry of Education, Culture and Sport within the territory under its control, have assigned competences in order to adopt the correspondent measures to provide specific training to adults according to their needs.
