The OECD publishes its Skills Outlook every year to offer an overview of the upcoming needs in OECD countries. With the ongoing Green Transition in Europe and elsewhere in the world, new job profiles are emerging, but in OECD countries only 4 out 10 adults participate in formal or non-formal learning for job-related reasons; boosting this number and supporting individuals in their lifelong learning journey is crucial to upskill and reskill the current workforce, help them acquire a wide range of skills, and ultimately promote economic and social resilience.

Moreover, this publication helps outline the crucial role that skills policies play in responding to emerging trends in education and on the labour market, but also to emerging threats such as climate change, environmental deterioration, pollution, etc. It emphasises the growing concern that public costs related to promoting the green and digital transition and warns governments and public ahtuorities that such transitions may generate new (or widen existing) inequalities.
