Cedefop - Financing adult learning: The role of public funding

It is no mystery that the European Union seeks to increase the participation of its adult population in learning activities. The commitment is clear: The EU's adult learning target, set in the European Pillar of Social Rights Action Plan, is for at least 60% of adults aged 25-64 to have participated in learning activities during the last 12 months by 2030. 

 

It goes without saying that funding plays the biggest role in providing adult learning opportunities. Ambitious targets like the one in the EU Pillar of Social Rights need to be matched with equally ambitious (public) funding. However, in the EU the current public support for adult learning sits at around 0.5% of GDP, representing around one third of the total funding available for adult learning, with the rest being covered by employers (including public employers). 

 

As part of this ongoing effort, Cedefop, the European Centre for the Development of Vocational Training is organising a conference with the aim to provide an overview of the range of funding instruments available across the EU Member States for adult learning and education (ALE) as well as to discuss the role of public (co-) financing of adult learning in future societies. Cedefop has dedicated research projects on the matters, whose results will also be presented at the conference.
