Introduction to the Central Anatolia Development Agency (ORAN)
The Central Anatolia Development Agency (ORAN), covering the provinces of Kayseri, Sivas, and Yozgat, was established pursuant to Law No. 5449 on the Services of Development Agencies, dated January 25, 2006. The Agency was founded under the coordination of the former State Planning Organization through the Council of Ministers Decision No. 2009/15236, published in the Official Gazette dated July 25, 2009. Most recently, the Agency's legal framework was restructured under Presidential Decree No. 4 on the Organization of Institutions and Agencies Affiliated to, Related to, or Associated with Ministries. ORAN continues its activities under the coordination of the Ministry of Industry and Technology, General Directorate of Development Agencies.
The Agency’s Board of Directors comprises the governors, mayors of metropolitan and provincial municipalities, presidents of provincial councils and chambers of commerce and industry from the three provinces, as well as the Secretary General of ORAN.
The Agency currently operates with 1 Secretary General, 17 experts, 4 support staff, and 11 auxiliary personnel. Among the 26 development agencies established across Turkey, ORAN has the largest geographical coverage in terms of surface area.
Regional Economic Overview
Kayseri is recognized as a brand city known for its innovative, entrepreneurial, philanthropic, and industrious population. The province hosts 3 Organized Industrial Zones, 1 Free Trade Zone, and 11 Small Industrial Sites. Kayseri stands out in areas such as manufacturing, commerce, health services, mining, agriculture, and animal husbandry.
Sivas has an economy primarily based on agriculture and livestock. The province also possesses significant mining resources and potential. In recent years, the industrial sector has shown notable growth. Moreover, Sivas is a central transportation hub, intersected by major highways and railways, offering considerable potential for logistics investments.
Yozgat is predominantly characterized by agricultural activities. Approximately 98% of its land area is highly suitable for agricultural use. The province also presents favorable conditions for investments in livestock farming.
Agency Services and Support for Investors
ORAN provides technical and financial support to facilitate sound investments in Kayseri, Sivas, and Yozgat. The Agency has developed various feasibility reports and made them available to prospective investors. Upon request, customized feasibility studies for different sectors can also be prepared. Furthermore, through its financial support programs, the Agency continues to fund projects that contribute to the region’s development.
