Priorities in the European 2020 strategy It is envisaged that people living in poverty and social exclusion in order to ensure economic, social and regional harmonization with the European platform against the poverty line (European platform against poverty) should be actively involved in life and society in good conditions. It is also proposed to transform the open co-ordination method used in the fight against social exclusion and social protection areas into a platform that is cooperated and shared good practices and encourages concrete steps in combating social exclusion. In this context, member states are expected to take measures jointly and individually for groups likely to be subject to social exclusion (single parent families, elderly women, people with disabilities, homeless people, etc.). In recent years, there has been a remarkable improvement in disability education in our country, and the enrollment rate of disability is rapidly increasing. However, disabled people over the age of 23 in our country are out of formal education. Courses for public education centers are open for individuals over 23 years of age. So far, 765 training programs have been prepared for these courses and these programs are being implemented. However, there is a difficulty in providing qualified work force for the implementation of these programs. In other words, managers and trainers in public education centers have deficiencies in this area because they do not have any service or in-service training for the education of the disabled. As a result of this shortage, administrators working in adult education have problems during the planning, organization and continuation of the courses. The trainers who take part in these courses also have problems in these courses because they do not have enough training on disability communication and methods and techniques used in the education of disabled people. It is also thought that there are points to be developed in the disabled education curriculum. All these problems cause the decrease in the quality of these courses and, naturally, the decrease of participation of disabled people in the courses and the decrease of the attendance rate in these courses. For this reason, it is necessary to increase the qualification of disabled education and to increase the participation rate of disabled adults in lifelong learning on the basis of the development of these field competencies of administrators and teachers who are involved in adult targeted disability education. Two main activities will be organized within the scope of the project. The first one is the structured course activity related to disability education abroad, and the second one is the institution visit to disabled adult education abroad. These activities will include managers responsible for courses in public education centers and teachers and master trainers in disability education courses. Thanks to the project, it is aimed to increase the quality of the education of disabled people through the knowledge and experience of the managers and teachers working in public education centers and dissemination activities.
