Competency-based framework on EU values in education
The EUCompAL Framework offers a comprehensive approach to integrating core EU values, such as human dignity, freedom, democracy, equality, the rule of law, and human rights, into teaching and learning across all levels of education, including higher, adult and lifelong learning. Developed through the collaborative work of the Embed-EU consortium, the framework is based on the Knowledge–Skills–Attitudes (KSA) model, supporting educators in turning abstract values into tangible learning outcomes and educational practices.
EUCompAL serves as both a conceptual foundation and a practical tool, guiding curriculum design, reflective teaching, and institutional development. It encourages educators and trainers to embed EU values into their educational activities in ways that are relevant to adult learners’ personal, professional, and civic growth. By linking EU values with key competences for learning and participation, the framework helps create inclusive, ethical, and democratic learning environments that strengthen active citizenship and social cohesion across Europe.
