Analysis “Do active measures, programs and services for employment implemented by the Government of the RNM reflects the real needs of citizens and contribute to improvement of labor market accessibility and increasing of employment?”
The main purpose of this analysis is to assess the impact, i.e. to assess the effects of the funds spent on implementing active measures, programs and services for employment by the Ministry of Labor and Social Policy (MLSP) and the Employment Agency (ESA), on their target users, with a particular focus on three programs and services: Self-Employment Program, Subsidized Employment Program and Employment Services. In addition, the purpose of this analysis is to assess the level of quality, awareness, usefulness and accessibility of programs, measures and services for employment, with emphasis on the Programme for self-employment, the Programme for subsidized employment and services for employment, on the potential users.
Additionally, this analysis gives an overview on changes in accessibility of citizens –users on above mentioned programmes in 2018 versus previous period from 2014-2018.
This analysis evaluates the level of quality, information, usefulness and accessibility of the programs, measures and services for employment, with aim to secure evidences for decision makers in order to improve the policies for employment.
The analysis "Whether and how citizens feel the benefits of implementing active employment measures, programs and services" is divided into three chapters.
The first chapter consists of two parts. In the first part we give an overview of the financial operations of the Employment Agency (ESA), by showing the movement of revenues and expenditures in the budget of this institution from 2014 to 2018, and in the second part we give an overview of the movement of funds provided for implementation of active employment programs, measures and services for employment over the same period.
The second chapter deals with the program and budget implementation of three employment programs, measures and services for which the Agency's budget allocates the largest amount of funds each fiscal year and which are the main focus of this analysis, as follows: Self-employment program ( Component 1.1.1 of the Operational Plan for Active Employment Programs and Measures for Employment and Labor Market Services for 2018), Subsidized Employment Program (component 2.3. of the Operational Plan for Active Employment Programs and Measures for Services and Services and the Labor Market for 2018) and the Agency’s Employment Services (component 6 of the Operational Plan for Active Employment Programs and Measures for Labor and Services in the Labor Market for 2018).
The third chapter consists of two parts; the first part of which presents the evaluation of the quality, information, usefulness and accessibility of employment measures, the programs and services provided by the unemployed persons included in the field survey conducted in 15 settlements (Peco Bozinovski and Tosho Daskalo in Bitola; Cetinska, Vardarska and Village Shipkovica from Municipality of Tetovo; Veljko Vlahovikj, Orce Nikolov, Mladinska, Goce Delchev, Kumanovska, Kjikjevachka, 4 juli and Makedonksa in Municipality of Sveti Nikole and villages Dabile and Dobrejci in Municipality of Strumica), in four Municipalities (Bitola, Tetovo, Sv. Nikole and Strumica), while in the second part we present the assessment given by persons employed as a result of using some of the programs, measure or service employment.
