EPALE Schwerpunkt: Unterstützung und Beratung in der Erwachsenenbildung


Inklusion und Gleichberechtigung standen im März im Fokus von EPALE, der Schwerpunkt im April liegt nun auf Unterstützung und Beratung. Unser Ziel ist es Best Practices zu Strategien, Projekten und Initiativen für die Beratung vorzustellen, die die Beteiligung am Erwachsenenlernen in die Breite streuen. Benachteiligte und unterrepräsentierte Gruppen zu unterstützen reicht nicht aus, um deren Beteiligung an Erwachsenenbildung zu gewährleisten. Vielmehr benötigen diese potentiellen Lernenden die richtige Beratung, damit sie am lebenslangen Lernen teilhaben, und dabei gute Erfolge erzielen können.
Deshalb hat EPALE vor Kurzem eine Seite zu diesem Thema eingerichtet. Sie ist noch sehr neu, und wir sammlen dort mit Ihrer Unterstützung relevante Beiträge, Ressourcen und interessante Fallbeispiele zum Thema Unterstützung und Beratung. Outreach and inclusion of adult learners in public workforce
Financial situation can become a barrier for seeking further education, not only that the fee for the educational provision can be high but also because people need time for attending educational courses and training sessions. To enable adult learners within the public workforce to seek new knowledge and skills, the first educational funds were established almost 40 years ago as a result of collective labour market bargaining and agreements between the Icelandic state on the employer’s side and unions representing public employees. The funds were meant to enable adult learners within the public workforce to attend different vocational educational offers regardless of their own financial situation. Later on, more and more of the collective agreements include terms on the right of the employee to ask for paid educational leave.
Fraedslusetrið Starfsmennt, the Educational Training Centre for Public Employees, is a result of this growing, mutual understanding of the importance of supporting employees in search of enhanced skills. It was established in year 2001 as a result of collective labour market bargaining and agreement between the State (Ministry of Finance and Economic Affairs) on the employer’s side and the majority of unions within the Federation of State and Municipal employees (BSRB) representing the public employees. It is a collaborative forum for continuous vocational training and education (CVT) within the public sector. The main goal of Starfsmennt's operation is twofold and reflects the dimension of the ownership, i.e. to assist staff, managers and institutions to meet the fast growing demands of societal/work related changes and diversities.Starfsmennt aims to update and enhance work related education for the target group, being staff in state institutions whose educational level is lower than university degree.
Starfsmennt
offers life-long-learning and continuous vocational training courses in work
related subjects for the target group which is based on curriculums and designed within steering groups where
managers and staff work together. They vary from approx. 20 hours – 240 hours
and can be changed and updated according to current or future needs in the work
place. To make it possible for adult learners within the public workforce to
attend educational courses regardless of their residency, the Centre offers
courses outside of the capital area and some of the educational offers are
accessible online. In addition the Centre offers travel grants to their members,
who need to travel far for attending vocation courses. On annual basis approx.
3.500 learners, that are members of unions within the Federation of State and
Municipal employees, participate in the learning offers provided by the Centre
without having to make any financial arrangement and this action is a part of
reaching out to a wider group of adult learners within the public workforce.
