The project aims to enhance the understanding of algorithms and AI systems, particularly among digital mediators (social workers, librarians, activists, etc.), to ensure these technologies are better understood and accessible to all. This project addresses the lack of transparency and the difficulty of accessing information about algorithms, especially for vulnerable populations. Its objective is to support the digital transformation by helping these mediators better explain algorithmic systems and assist citizens in navigating a world increasingly governed by AI, particularly in areas such as administrative, fiscal, and other decisions.

Why this project ?
Algorithms are poorly understood by the general public and even by professionals. The project seeks to address the growing need for training in digital mediation and algorithmic literacy. Digital mediators, who help citizens navigate the digital world, require tools and training to better understand and explain algorithms. This project aims to equip them with the necessary skills to strengthen digital inclusion and empower citizens to engage with algorithm-based decisions. Previous research highlights a strong demand for practical tools to explain and make the functioning of algorithms more transparent.
What needs does this project address ?
Citizens encounter algorithms daily (insurance, subsidies, school orientation, etc.), but they often do not understand how they work. Algorithmic transparency is a right, but it remains too limited. The project addresses the need for better mediation to understand and challenge algorithmic decisions. The digital divide and insufficient understanding of algorithms are particularly pronounced among vulnerable populations, necessitating effective mediation to bridge this gap. The lack of training for digital mediators, observed in several countries, underscores the urgency of intervention.
What are you planning to do?
The ALGO-LIT project plans to:
- Map, connect, train, and equip digital mediators on algorithmic transparency.
- Co-design and adapt mediation tools with local communities.
- Promote and institutionalize mediation skills in the EU on this topic.
What are the concrete deliverables of the project ?
The project's objectives include :
- Creating a comparative barometer of algorithmic mediation practices in the EU.
- Structuring a European network of 5,000 digital mediators focused on algorithmic transparency.
- Providing a mediation kit on algorithmic transparency.
- Developing a competency framework for algorithmic literacy.
- Proposing policy recommendations to improve algorithmic transparency and citizen understanding.
How does the proposal add value at the European level ?
The project proposes a research-action methodology already tested in France, aiming to harmonize digital mediation practices across the EU. It will strengthen algorithmic literacy skills at the European level, aligning with EU directives and regulations on AI. It also contributes to improving European cooperation by providing shared tools and competency frameworks for digital inclusion and algorithmic transparency. This project is part of an effort to promote civic engagement and the rights of European citizens to understand and influence algorithmic decisions.
