Finnish National Agency for Education EDUFI


The Finnish EPALE website is administered by the Finnish National Agency for Education (EDUFI).

The Finnish National Board of Education and the Centre of International Mobility CIMO merged in the beginning of 2017 to form a new agency called the Finnish National Agency for Education. The new agency will continue in the tasks of its predecessors. It answers for developing education, early education and lifelong learning as well as for promoting internationalisation.

EDUFI supports the country's internationalisation, for example, by implementing programmes and agreements that promote internationality as well as by producing information on the topic.



The goal for 2020 is to increase the visibility and influence of EPALE operations in Finland, high-quality content production and to activate adult learning experts as EPALE users.

EPALE brings together news, blog entries, events and different sources of information concerning adult education. Finnish experts on adult education can participate in the editorial work by suggesting news ideas, keeping a blog or by uploading material, such as articles, research or project reports or best practices on the platform.

EPALE features a calendar in which registered users can enter events, seminars and continuing education courses.

The Finnish EPALE team will organise events, information events and webinars during the year, to which everyone interested in adult education and the EPALE will be welcome to attend.



The Finnish EPALE team works at the Finnish National Agency for Education, under the department of Internationalisation Services. Members of the department's adult education team are:

More than 800 schools and universities in Finland offer adult education with the purpose of leading to a qualification or for self-development and additional and continuing training in courses of various lengths. A significant part of learning takes place at workplaces and in different everyday situations. Labour market training is education funded by the TE services (employment services) and aimed primarily at people over 20 years of age who are unemployed or face the risk of unemployment.

Adult education is organised:

  • in basic education and adult upper secondary schools
  • vocational institutions and vocational adult training centres
  • national and private vocational institutions
  • universities of applied sciences and universities

and in liberal adult education institutions:

  • adult education centres
  • folk high schools
  • summer universities
  • study centres
  • sports institutes.

Libraries, museums and prisons also have an active role in adult education, although it is not their main task.

The goals of adult education include supporting longer working careers, increasing the employment rate, improving productivity, enhancing multiculturalism and ensuring the preconditions for life-long learning. In 2012, more than 1.7 million Finns — half of the population between 18 and 64 years of age — took part in adult education activities.

Adult Education research and studies at universities

EPALE in Finland has five ambassadors working in different sectors of adult education. Their main task is to promote the visibility and influence of the platform, host events as well as to publish content from diverse topics. The ambassadors in 2019 are:
