A SUGGESTION FOR EFFECTIVE CITIZENSHIP EDUCATION

ABSTRACT The progression of a country and the integration of differences within a single aim is possible with people gaining the awareness of being a citizen. That is why citizenship training is not only a course given in the schools during formal education but also it includes lifelong learning. In this process every individual is expected to be citizen who is knowledgeable, problem solving, participating, responsible and sensitive to social problems. In the studies conducted till now, the concept of citizenship is discussed. Especially in the globalizing world it is advocated that the concept of citizenship is emptied and lost its meaning. However, the importance of active and effective citizenship is quite clear in order to deal with social and even global problems. That is why in developed countries an increase in the efforts are observed which target especially youth and which aim the amelioration of their knowledge and skills and guide their values for them to be effective and participating citizens. Citizenship is very simply defined as the “link between the state and individuals which actualizes a legal status whose conditions and provisions are determined with state’s unilateral will”. On the other hand citizenship is described as “the legal relation which links a real person who is expressed with the concepts of nationality and allegiance to the state”. In some approaches citizenship is analyzed as a sociological concept rather than just being a concept related to the law of nationality. Thus citizenship is indicated as “adopting the values of the society lived in and orienting to the culture of this society, besides having a legal status with the responsibilities loaded and rights presented by the state”. By moving forward from these definitions three types of ideal citizen is mentioned in the contemporary democratic societies, which are: citizen with social responsibilities, who knows her/his responsibilities and fulfills them; participatory citizen who participates to the activities related to social life and city on the national and regional level; justice centered citizen who explains and analyzes the relations among social, economic and political power. In this study a theoretical model will be suggested for the active and efficient citizenship training which intends the support of individual knowledge and skills and the formalization of the behavior of the communities for active and participatory citizenship.
