Working group on adult learning: opening up opportunities for all

Under the European Education Area strategic framework, a new working group of Member State experts on adult learning has been established for the period 2021-2025.

The main objective of this working group is to enable exchanges and contributions, which will support Member States in implementing the actions of the Council Resolution on a new European agenda for adult learning 2021-2030 and the  2020 European Skills Agenda aimed at re- and upskilling adults, and empowering them to continue learning throughout their lives. The working group will also support capacity building to achieve the implementation of the 2016 Council Recommendation on Upskilling Pathways: New Opportunities for Adults  and the 2022 Council recommendations on individual learning accounts and on micro-credentials. Its work is also in line with the European Pillar of Social Rights Action Plan and one of its headline targets with the ambition that at least 60% of all adults should participate in training every year by 2030.The working group takes a holistic approach to adult learning, aiming to cover the entire adult population and all types of skills, with a view to supporting adults to thrive in their personal and professional lives. The working group will develop reports in a number of priority topics – the first three topics being supporting learners in obtaining skills for life, approaches to financing of adult learning and the development and implementation of national skills strategies.
