Çfarë është Agjenda Evropiane e Të Nxënit për të Rritur dhe si zbatohet ajo?
The Renewed European Agenda for Adult Learning (EAAL) defines the focus for European cooperation in adult education policies for the period to 2020. It was adopted by the Council in November 2011. In it, the Council recognises that there is a need for all adults regularly to enhance their personal and professional skills and competences, but that adult learning is the weakest link in national lifelong-learning systems. Adult participation in learning continues to be low. In order to achieve an effective adult learning sector, more needs to be done. Among the issues targeted for action in the Agenda are: increasing the possibilities for all adults to access flexible, high-quality learning at any time in their lives; developing new approaches to adult education focusing on learning outcomes; raising awareness that learning is a lifelong endeavour; developing effective lifelong guidance systems and systems for validating non-formal and informal learning.
To facilitate cooperation between European countries and the Commission in implementing the EAAL, each participating country has a National Coordinator. Each National Coordinator sets out a work programme which identifies the specific actions their organisation is going to take to implement the EAAL in their country.

Agjenda e përtërirë Evropiane e Të Nxënitpër të rriturit (AENRR) përcakton fokusin e bashkëpunimit evropian në lidhje me politikat e arsimit të të rriturve për periudhën kohore që shtrihet deri në vitin 2020. Ajo u miratua nga Këshilli në nëntor të vitit 2011. Në të, Këshilli pranon nevojën që të gjithë të rriturit të përmirësojnë rregullisht aftësitë dhe kompetencat e tyre personale e profesionale, por që të nxënit për të rritur është hallka më e dobët në sistemet kombëtare të të nxënit gjatë gjithë jetës. Pjesëmarrja e të rriturve në procesin e të nxënit vazhdon të jetë e ulët. Gjithsesi, mbetet ende shumë punë për të bërë, për të krijuar një sektor sa më efikas të të nxënit për të rritur.
Ndër çështjet e synuara për marrjen e masave në këtë Agjendë janë: rritja e mundësive për të gjithë të rriturit për t'u qasur te të nxënit fleksibël e cilësor në çdo periudhë të jetës së tyre; zhvillimi i qasjeve të reja për arsimin e të rriturve që përqendrohen në rezultatet e të nxënit; rritja e ndërgjegjësimit se të nxënit është një përpjekje e përjetshme; zhvillimi i sistemeve efikase të orientimit gjatë gjithë jetës, si dhe i sistemeve për vleftësimin e të nxënit joformal dhe informal.
Për të lehtësuar bashkëpunimin midis vendeve evropiane dhe Komisionit për zbatimin e AENRR, çdo vend pjesëmarrës ka një Koordinator Kombëtar. Secili prej tyre përcakton një program pune ku identifikohen masat specifike që do të ndërmarrë organizata e tyre për të zbatuar AENRR-në në vendin e tyre.

Mjeti i Diagnostikimit/Analizimit të politikave të EPALE bazohet në provat më të fundit në lidhje me politikat e suksesshme në fushën e të nxënit për të rritur. Ky mjet është krijuar për të ndihmuar palët e interesuara kombëtare dhe rajonale për të identifikuar aspektet e politikës ose të ofertës së tyre që mund të përmirësohen.
