Kakšna je vloga EU pri izobraževanju odraslih?
There are many ways in which the EU supports the adult learning sector in Europe – from commissioning research and sharing good practices to promoting innovations and funding the upskilling of individuals.
To help build a more robust and effective adult learning sector, the European Commission is investing in EPALE – an electronic platform for adult learning professionals: teachers, policy makers, researchers, academics, training providers – anyone working in the adult learning sector. EPALE aims to bring all these people together and build a vibrant adult learning community.
Widely recognised as the most successful EU programme, Erasmus+ has around 5% of its total budget available to support:
- Learning mobility for adult education staff;
- International cooperation between organisations (e.g. adult learning centres);
- Initiatives for policy innovation (e.g. networks supporting specific policy areas, like literacy a nd adult learning).
The European Social Fund (ESF) is the EU’s main financial instrument for supporting employment.
The ESF is helping build a culture of training and lifelong learning to enable workers and employers to keep their skills and competences up to date.
It is also supporting activities that help adult learners move into tertiary education.

Council Resolution on a strategic framework for European cooperation in education and training towards the European Education Area and beyond
European Skills Agenda prioritises adult up- and reskilling, including skills for life, empowerment through individual financing mechanisms, and ambitious objectives for adult participation in learning

EAAL is part of the 'ET2020' framework for European cooperation in education and training. The ET2020 working group on adult learning 2016 - 2018 undertakes peer learning on policies that can encourage more adults to learn in the workplace.
On 19 December the Council adopts the recommendation Upskilling Pathways - New opportunities for adults. This aims to help Europe's 64 million adults who do not yet have an upper secondary qualification to acquire a minimum level of literacy, numeracy and digital skills and then progress towards an upper or lower secondary qualification.
The New Skills Agenda for Europe proposes that Member States adopt a Skills Guarantee to raise the level of adult basic skills.
The 2015-2020 priorities for EAAL are set:
- ensuring the coherence of adult learning with other policy areas
- increasing the supply and take-up of adult learning provision
- widening access through workplace-based learning, ICT and second-chance opportunities
- improving quality assurance, including initial and continuing education of adult educators.
The Council publishes a resolution on a renewed European Agenda on Adult Learning (EAAL), consolidating policy in the field of adult learning. This is the EU reference text on adult learning policy.
A key message of EAAL is that adult learning in all its forms boosts learners’ employability, and contributes to social inclusion, active citizenship and personal development. Increasing participation and enabling all adults to develop and renew their skills and competences throughout their lives are at the heart of the Agenda.
The Commission publishes the communication It is always a good time to learn. It includes an Action Plan on Adult Learning (2008-2010) that provides, for the first time, common priorities to be encouraged in the adult learning sector.
The Commission publishes the communication It is never too late to learn highlighting the essential contribution of adult learning to employability and mobility and to social inclusion.
The Council of the European Union publishes its Resolution on Lifelong Learning, highlighting the ‘cradle-to-grave’ principle of education and its provision in different environments.

EU začne pripravljati politiko za izobraževanje odraslih
Svet Evropske unije objavi Resolucijo o vseživljenjskem učenju (Resolution on Lifelong Learning), v kateri sta izpostavljeni načelo izobraževanja „od zibelke do groba“ in zagotavljanje izobraževanja v različnih okoljih.
Komisija objavi sporočilo z naslovom Za učenje ni nikoli prepozno, v katerem je izpostavljen bistveni prispevek izobraževanja odraslih k zaposljivosti in mobilnosti ter k socialni vključenosti.
Komisija objavi sporočilo z naslovom Za učenje je vedno pravi čas. Sporočilo vključuje Akcijski načrt za izobraževanje odraslih (2008–2010), ki prvič določa skupne prednostne naloge, ki jih je treba spodbujati na področju izobraževanja odraslih.
Svet objavi resolucijo o prenovljenem evropskem programu za izobraževanje odraslih, ki utrjuje politiko na področju izobraževanja odraslih. To je referenčno besedilo EU, ki se nanaša na politiko izobraževanja odraslih.
Ključno sporočilo programa za izobraževanje odraslih v vseh oblikah spodbuja zaposljivost udeležencev izobraževanja in prispeva k socialni vključenosti, aktivnemu državljanstvu in osebnemu razvoju. Osrednja tema programa sta povečanje udeležbe in omogočanje vsem odraslim, da vse življenje razvijajo in obnavljajo svoje spretnosti in kompetence.
Določijo se prednostne naloge za program za izobraževanje odraslih v obdobju 2015–2020:
zagotavljanje skladnosti izobraževanja odraslih z drugimi političnimi področji,
povečanje zagotavljanja izobraževanja odraslih in udeleževanja v njem,
razširitev dostopa prek izobraževanja na delovnem mestu, IKT in druge priložnosti,
izboljšanje zagotavljanja kakovosti, vključno z začetnim in nadaljevalnim izobraževanjem učiteljev odraslih.
Program za nova znanja in spretnosti za Evropo (New Skills Agenda for Europe) vsebuje predloge, da države članice sprejmejo jamstvo za znanja in spretnosti, da bi povečale stopnjo osnovnih znanj in spretnosti odraslih.
19. decembra Svet sprejme priporočilo z naslovom Poti izpopolnjevanja: nova priložnost za odrasle. Cilj priporočila je pomagati 64 milijonom odraslih v Evropi, ki še nimajo višje sekundarne izobrazbe, da pridobijo minimalno raven jezikovne, matematične in digitalne pismenosti in nato napredujejo proti višjim ali nižjim sekundarnih kvalifikacijam.
Program izobraževanja za odrasle je del okvira „ET 2020“ za evropsko sodelovanje na področju izobraževanja in usposabljanja. Delovna skupina ET 2020 za izobraževanje odraslih v obdobju od leta 2016 do leta 2018 si prizadeva za vrstniško učenje o politikah, ki lahko več odraslih spodbudijo k izobraževanju na delovnem mestu.
Države članice morajo oblikovati ukrepe, ki jih bodo sprejele za izvajanje poti izpopolnjevanja.
