Kakšen je evropski program za učenje odraslih in kako se izvaja?
The Renewed European Agenda for Adult Learning (EAAL) defines the focus for European cooperation in adult education policies for the period to 2020. It was adopted by the Council in November 2011. In it, the Council recognises that there is a need for all adults regularly to enhance their personal and professional skills and competences, but that adult learning is the weakest link in national lifelong-learning systems. Adult participation in learning continues to be low. In order to achieve an effective adult learning sector, more needs to be done. Among the issues targeted for action in the Agenda are: increasing the possibilities for all adults to access flexible, high-quality learning at any time in their lives; developing new approaches to adult education focusing on learning outcomes; raising awareness that learning is a lifelong endeavour; developing effective lifelong guidance systems and systems for validating non-formal and informal learning.
To facilitate cooperation between European countries and the Commission in implementing the EAAL, each participating country has a National Coordinator. Each National Coordinator sets out a work programme which identifies the specific actions their organisation is going to take to implement the EAAL in their country.

Prenovljeni evropski program za učenje odraslih opredeljuje osrednjo temo evropskega sodelovanja pri politikah izobraževanja odraslih za obdobje do leta 2020. Svet ga je sprejel novembra 2011. V njem Svet priznava, da morajo vsi odrasli redno izboljševati svoje osebne in strokovne spretnosti in kompetence, vendar pa je izobraževanje odraslih najšibkejši člen nacionalnih sistemov vseživljenjskega učenja. Udeležba odraslih v izobraževanju je še vedno nizka. Če želimo doseči, da bo sektor izobraževanja odraslih učinkovit, moramo storiti več.
Med vprašanji, ki so v programu usmerjena v ukrepanje, so: povečanje možnosti za vse odrasle, da bi kadarkoli v življenju imeli dostop do prilagodljivih in visokokakovostnih izobraževanj; razvoj novih pristopov k izobraževanju odraslih s poudarkom na učnih rezultatih; ozaveščanje, da je učenje vseživljenjsko prizadevanje; razvoj učinkovitih sistemov vseživljenjskega usmerjanja in sistemov za vrednotenje neformalnega in priložnostnega učenja.
Zaradi omogočanja sodelovanja med evropskimi državami in Komisijo pri izvajanju programa za izobraževanje odraslih ima vsaka udeležena država nacionalnega koordinatorja. Vsak nacionalni koordinator določi delovni program, v katerem so opredeljeni posebni ukrepi, ki jih bo njegova organizacija sprejela za izvajanje programa za izobraževanje odraslih v njegovi državi.

"Orodje EPALE za presojo/analizo politike temelji na zadnjih dokaznih gradivih o uspešnih politikah na področju učenja odraslih. Namen orodja je pomagati nacionalnim in regionalnim deležnikom pri opredelitvi vidikov njihove politike ali predpisa, ki bi jih bilo mogoče izboljšati."
