Čo je to európsky program vzdelávania dospelých a ako sa vykonáva?
The Renewed European Agenda for Adult Learning (EAAL) defines the focus for European cooperation in adult education policies for the period to 2020. It was adopted by the Council in November 2011. In it, the Council recognises that there is a need for all adults regularly to enhance their personal and professional skills and competences, but that adult learning is the weakest link in national lifelong-learning systems. Adult participation in learning continues to be low. In order to achieve an effective adult learning sector, more needs to be done. Among the issues targeted for action in the Agenda are: increasing the possibilities for all adults to access flexible, high-quality learning at any time in their lives; developing new approaches to adult education focusing on learning outcomes; raising awareness that learning is a lifelong endeavour; developing effective lifelong guidance systems and systems for validating non-formal and informal learning.
To facilitate cooperation between European countries and the Commission in implementing the EAAL, each participating country has a National Coordinator. Each National Coordinator sets out a work programme which identifies the specific actions their organisation is going to take to implement the EAAL in their country.

V obnovenom európskom programe vzdelávania dospelých (EAAL) sa vymedzuje zameranie európskej spolupráce v rámci politík vzdelávania dospelých na obdobie do roku 2020. Program prijala Rada v novembri 2011. Rada v ňom uznáva, že je potrebné, aby si všetci dospelí pravidelne posilňovali osobné a profesionálne zručnosti a schopnosti, ale že vzdelávanie dospelých je najslabší článok vo vnútroštátnych systémoch celoživotného vzdelávania. Účasť dospelých na vzdelávaní je aj naďalej nízka. Na dosiahnutie účinného sektora vzdelávania dospelých je potrebné ďalšie úsilie.
Otázky, ktoré sú predmetom akčného zamerania v programe: zvyšovať pre všetkých dospelých možnosti prístupu k pružnému, vysokokvalitnému vzdelávaniu v akejkoľvek fáze ich života; vytvoriť nové prístupy k vzdelávaniu dospelých so zameraním sa na výsledky vzdelávania; zvyšovať povedomie o tom, že vzdelávanie je celoživotná snaha; rozvíjať účinné systémy celoživotného poradenstva a systémy validácie neformálneho vzdelávania a informálneho učenia.
V záujme uľahčenia spolupráce medzi európskymi krajinami a Komisiou pri vykonávaní EAAL má každá zúčastnená krajina národného koordinátora. Jednotliví národní koordinátori stanovujú pracovný program, v ktorom sa určujú konkrétne opatrenia, ktoré prijme ich organizácia s cieľom vykonávať EAAL v ich krajine.

Nástroj EPALE na diagnostiku/analýzu politiky je založený na najnovších dôkazoch o úspešných politikách v oblasti vzdelávania dospelých. Úlohou tohto nástroja je pomáhať vnútroštátnym a regionálnym zainteresovaným stranám s identifikáciou hľadísk ich politiky alebo jej vykonávania, ktoré by bolo možné zlepšiť.
