Competency testing through MYSKILLS, interview with Michael van der Cammen

MYSKILLS - Identifying professional competencies

MYSKILLS is a validation tool developed by the German authorities. In Germany 3,5 % of the population (2,5 million people) are unemployed. Many of these are immigrants or refugees.

MYSKILLS is an online platform in the Employment agencies. MYSKILLS provides tests with technical questions in different areas that can show your professional skills when looking for a job. With the test results the job centre or employment agency can find a suitable job opening for the customer.  If the customer did not manage all the test areas the Employment agency can help the customer to get training in areas where the competence needs to be improved.

During the VPL Biennale in Berlin in May 2019 Michael Van der Cammen held a presentation about MYSKILLS. Michael Van der Cammen works for the Federal Employment Agency in Germany with the responsibility for the area migration and refugees.

Is MYSKILLS widely used in the German employment agencies?

-Yes, it is all over Germany. Employment agencies in 156 locations (head agencies) in Germany use this tool.

How are the test results documented?

-Through the platform that creates a certificate. The document is filed in the employment office as an e-file, but it is owned by the customer who performed the test.

The goal with MYSKILLS is to identify informally or non-formally acquired competences. The target group is low skilled workers, migrants and qualified workers who have not used their skills in corresponding jobs for a long time.

The hurdle is that many do not have the qualifications documented. MYSKILLS can be the solution while it measures competences in a reliable way. The test is done at an employment agency where the test is supervised. It is a skills test for jobs in the vocational education and training sector. After the test the customer get a certificate. This certificate can be used when applying for jobs.  MYSKILLS can be used to assess competence in 30 different jobs (mainly in craft, care, hospitality and industry)

The test can be used in other countries as well, but it is based on the German system. Right now, a pilot is being done by the Austrian public service.

The test is based on the customers professional work experience.  Some customers do not have enough German knowledge so the test is available in six language versions (English, German, Russian, Turkish, Farsi and Arabic)

Do your costumers feel comfortable using the test?

It depends on the customer. There are customers that have a high set of competences and that are happy that they get their competences on paper. And there are customers who get lower results than they expected and get disappointed. Some are afraid of poor results.

 

How reliable do you think the results of MYSKILLS are?

MYSKILLS are reliable while it is a test done in the job agency which is supervised. It can not be compared to self assessment while this is two different things. The purpose of MYSKILLS are to identifying professional competencies.
