Throughout January and February, EPALE’s main thematic focus will be on the role of digital in adult learning.

Digital learning is any type of learning that involves the use technology (such as digital devices, online tools, apps, etc.) and multimedia content. Digital learning can give learning providers flexibility and more efficient ways of evaluating and monitoring their learners. It can also give learners an easier, faster, and more affordable access to information, and an opportunity to personalise their learning experience.

Here at EPALE we appreciate the important role of digital tools in transforming the way we teach and learn and in providing a more efficient and inclusive learning experience. Check out EPALE’s thematic page E-learning, where the community and the national teams have gathered interesting articles, useful resources and case studies on the topic (content varies based on your language preference).     Our agency in 2016 with an Erasmus+ project formal education in ICT applications our agency has won a grant with a project. Our project with the Czech Republic applied, are given ICT training to 4000 people. We provide basic education, vocational training, access to university courses, and other courses to improve personal and professional skills. We are a centre in search of new opportunities for growth and development in order to improve our service and educational attention to adults in the town. Our centre traditionally maintains frequent coordination with other local, regional and national institutions related to educational, cultural and social area to improve the attention of the educational programs directed to our students. Our goal is to make contact with other organizations that are dedicated to adult education to improve our teachers’ skills

    The lifetime of digital knowledge brings many changes in human civilization. In this milestone, a person will make a decision whether to support the humanity of the man, to show him respect and to restore the honor he deserves or he will support violence, wars and various forms of aggression. 
    The man of today loses his dignity, integrity, identity and self-esteem due to a series of dynamic changes in society which we witnesses. That is why an active adult citizen today is an imperative of the survival of society. How will society respond to a whole host of challenges, which the development of technology brings nowadays? Is the idea of lifelong learning an adult’s attempt to bring back to the man the cognition of his own existence? 
    In October 2006, the European Union adopted a document "It's never too late to learn," which is also the essence of lifelong learning. The skills that we possessed two, five or seven years ago are no longer sufficient because it is necessary for us to constantly upgrade skills and learn in accordance with the development of information technologies, the media and other sciences. The Internet provides networking at all levels and links to different cultures and countries, enabling global exchange of views, and in this way it leads to the exchange of global digital education. 
    Digital-online learning by adults and lifelong learning pose a high demand for improving skills through our lives, as well as a change in the way education is organized from pre-school to higher educational institutions. The education of not only young people, but also adults is becoming the imperative of today's society in the new age, the age of digital knowledge. The approach to the digital online learning and the education of the adults requires a good selection and analysis of the knowledge and the education of the adults through various types of practice, innovative methods of learning by individuals, organizations and institutions. However, it is necessary to select previously the education of the adults in order to access digital online education of adults. 
    We can set up three large subgroups of adults concerning the level of their education: 
    1. Illiterate adults (the idea of digital adult online literacy is a major requirement. The problem is poor areas, access to or possession of a computer) 
    2. Adults without primary and secondary education 
    3. Adults with primary education and without secondary education 
    In the first subgroup, it is of great importance to analyze their level of digital literacy. 
    The illiterate have to become the literate first (the number of illiterates in Europe in the 21st century is a rather disastrous fact). 
    NB: All three groups, through well-established and implemented basic education of digital literacy, already become groups ready for online digital adult learning. This leads to a larger number of the educated, but also aims to reduce the number of illiterate adults in Serbia, as well as in Europe. It is then necessary to provide education to these groups, but through the key new subjects that realistically correspond to the needs of the global market. The three key subjects are imperative: English, Informatics and Digital Literacy. In order for adults to use the acquired skills and to become active citizens of the emerging technology society, the cooperation between companies, institutions and organizations that provide digital online adult learning is very important. 
    In the second subgroup, digital literacy of the adults is an imperative in order for them to be able to engage in digital online adult learning through organizations and institutions in the educational system in the Republic of Serbia. The next step in this process for the adults from this group would be to apply the acquired digital online knowledge of foreign languages and IT literacy through cooperation and doing business with other countries in the fields of production, economy, tourism, and to exchange gained experiences in the new forms of business. 
    1. Adults with secondary education and without faculty education 
    2. Adults with faculty education (Bachelor, Master, PhD) 
    The third subgroup is the target group already ready for digital online adult learning. Adults are not just those who want to finish their college education or continue their studies, or to enroll in master or doctoral studies. They are also the ones who want to re-qualify since many jobs have disappeared and are no longer needed. Therefore, they need new knowledge and qualifications, which are necessary to the ever-rapid development of the IT society of today. 
    We see that in the world of information technologies, the knowledge of the English language and IT literacy are the preconditions of a successful society in the future. Workshops, education, practices, links between people of different profiles, as well as transfer of information and knowledge in order to improve all structures and segments of the society are of great importance today. It is necessary to integrate programs and projects for participants of different ages in order to provide greater inflow of information and in this way enable the growth and progress of global education where digital online adult learning enters the scene.  
    A man needs a man. He is accomplished through contacts with others and education, and he brings new conceptual solutions in the age of digital knowledge. 

    Adult Education in Serbia, examples and links of good practices and publications:
     • Association of Andragogy of Serbia - DAS - is a non-governmental and non-profit association founded in 2010. It promotes the concept of lifelong learning and adult education. 
     • The Association for Adult Education is an undisputed association of citizens, established in 2000, in order to achieve goals in the field of adult learning and education. 
     • Digital classrooms of the future since 2013 have the Faculty of Organizational Sciences, Electrical Engineering School "Zemun" and some primary schools in Serbia.  The Faculty  of Teacher Education in Belgrade received Digital Institute 2015, a valuable donation from Samsung, and the opening of the center marked a turning point in the digital education of future teachers and educators.
     ·    International Conference "Building Bridges in Adult Education" 2015

    ·          ·    Realization of the project "Initiative for Social Inclusion of the Elderly" 2016 

     •  Project "New Technologies in Education" of the Ministry of Education, Science and Technological      Development 2017. The document was supported by the British Council. 
     • Regional conference on technological innovations "Innovation Talk" 2018. The conference is organized by Color Media Communications, under the auspices of the Cabinet of the Minister for Innovation and Technological Development of the Government of the Republic of Serbia. Panel themes are: Smart Cities, Industry 4.0, Future Technologies, and Corporate Collaboration and Innovation. The International Conference and the New Technologies in Education Fair was held in 2018. The co-organizers of the event were the British Council, the Ministry of Education, Science and Technological Development, the Ministry of Trade, Tourism and Telecommunications, in cooperation with the Government's Social Inclusion and Poverty Reduction Team. Platinum partner at this year's conference was Microsoft. 
    • 6th International Academic Conference, Places and Technologies "Keeping up with technologies to turn built heritage into the places of future generations", will be held in 2019. 
     • IT Academy by LINK group uses distance-learning platforms over the Internet, e-Learning technology and IT Academy mobile applications (Android and IOS). They have video clips, audio recordings, interactive applications with recorded work, contact with professors in real time via the Internet or consultations, special learning methodology - knowledge architecture, Distance Learning Teaching (DL platform), live stream and video archive lectures, chat and whiteboard consultations , EDU wall, interaction with lecturers and always available materials online. 
     • Kampster Interactive Online Academy, Academy Oxford, many state and private faculties and educational institutions use platforms for digital education and adult learning using the DLS (distance learning system) platform in Serbia. By using digital technologies, students are much more motivated regardless of age, classes are practical with practical work, and the learning method is focused on the learner using tablet computers.

    Digital and online learning are pivotal in the inclusion of learners with various disabilities in education and for those who cannot easily access and integrate into the traditional educational system. Through this inclusive learning adult learners with disabilities can get a contemporary educational structure that meets and accommodates the learning needs of such groups.

However I wonder how well prepared academic staff are within the traditional systems to ensure that learners with disabilities can gain access to digital and online learning? In terms of equality of opportunity, a range of options from distance learning to person to person and group participation should be made available, and supported appropriately.

    Until this time, "My Mother is Learning Computer" project, more than 400 mothers have given basic computer literacy training. 

    Project’s name: My Mother is learning to use computer 

    Project’s motto: Dear mothers! Make a one more sacrifice for your children! 

    Definition of the project: Within the scope of the project that we continued between 2010-2014, We provided a training for basic computer literacy to over 400 mothers in Bozüyük.We are restarting our project as of 01.01.2018. Aim of the project: As long as technology advance,it becomes important that information interchange within the shortest time.Therfore,the importance and necessity of computer and internet usage comes in to prominence. Today's computer and internet technology is used effectively also in education. For example Informations such as student records, student grades, absenteeism can be accessed from anywhere through the E-school system, which is created by the Ministry of National Education. And likewise, students can easily carry out their assignments and researches through the computer and internet technology.The world's largest libraries are quickly loaded onto students' computers via the Internet.At the present time,when information and communication technologies are so developed, the greatest supporters to guide our students are undoubtedly the parents. Often,mothers have to deal more closely with their children's education. Parents who can not catch up with developing technology can't support their children's education very much.Childrens' effectivly usage of computer and internet from early years,is leaving the parents behind the children,at this point. On the contrary of this problem, mothers will have caught technology like their childrens thanks to short-time computer and internet usage in the “My Mom is Learning to use Computer” project. Within the scope of "My Mom is Learning to use Computer" project, all mothers are being aimed to use computer and internet effectively."
    My Mom is Learning to use Computer" project aims to give the mothers computer training in the KIEM computer lab at the Public Training Center in the hours that they have idle time. Through this, parents will have the knowledge to contribute more to their children's education. 

    Learning outcomes of Trainees after the Project: - She learns basic computer usage - Learns how to use the Internet effectively. - Accesses to information resources located on the internet - She can follow the succes of her child by using the E-School system - She can use office programs in the level that can help her child in her child’s project and performance tasks - She access to appropriate web sites for her personal development and she can follow up journals, she can improve herself. - She can receive new trainings by accesing the distance training resources located in internet.

    I would also like to pose this question and would appreciate the advice of other EPALE members. Initially I thought that digital learning could be a panacea for deaf or visually impaired learners because access to third level education would be so much improved and there would greater equality of opportunity. However I have learned that this is not necessarily the case. For instance, some deaf students do not opt for digital distance learning because they find that the video materials are badly captioned and are incomprehensible. And individualised learning contracts  including provision of interpreting services are not always readily available. 
    It would be very helpful if adult educators with experience of working with learners with sensory impairment could contribute to this thematic discussion over the next few weeks.

Skaitmeninio švietimo (e-education) koncepcija žengia dar toliau ir formuoja naują edukacinę paradigmą, kurioje dėmesys skiriamas interaktyviems mokymo(si) metodams, o "fizinis" mokinio/studento būvimas mokymo(si) įstaigoje jau nėra būtinas.
