Joint Employment Report 2025

The European Commision and the Council produced this Joint Employment Report (JER) to track the employment situation across the European Union. It offers an annual summary of significant employment and social trends within the Union, alongside recent policy actions taken by Member States following the Employment Policies Guidelines. It also highlights priority areas for future policy action. 

Focus Area and Overview

The report focuses on the implementation of the European Pillar of Social Rights, with thematic sections addressing its principles in the context of socio-economic trends and recent policy actions. Additionally, the report emphasizes the progress of the European Pillar of Social Rights, featuring thematic sections that address various Pillar principles, considering the socio-economic context and the latest policy developments. The report is structured as follows:

  • Chapter 1 provides an overview of key employment and social trends, progress towards the 2030 EU targets, and risks to social convergence. 
  • Chapter 2 analyzes challenges and policy responses in Member States related to the four employment guidelines. 
  • Chapter 3 examines each Member State’s performance based on the Social Convergence Framework (SCF). The report aims to address challenges that promote upward social convergence, support fair green and digital transitions, tackle demographic changes, and contribute to the Sustainable Development Goals and Union of Equality strategies. The final report will be adopted by the EPSCO Council after review and consultation.
