A National Learning Entitlement: Moving Beyond University Tuition Fees

A report supporting the establishment of a ‘National Learning Entitlement’ has been published. The report outlines a proposal to provide monetary support to enable free access to publicly provided, or publicly recognised, education and training for the equivalent of two years for all those aged 18 and above. 

The authors hope the move will refresh adult and further education by creating a diverse array of lifelong learning opportunities, particularly as funding for FE has shrunk by a quarter in five years, while the number of students over 19 in FE and skills has slumped by nearly half since 2005-6.
