How the communities’ social participation could become the reality rather then formality, legalized only national legislation? The answer to this question is looking for in the article where the situation of rural communities’ participation in social activities is analyzed. It is noted that in the democratic processes in the society, setting up of a growing number of communities whose value is increased not only in social or economic, but also environmental, educational and cultural sectors. Changing the culture, people and organizations relationships, politics, education, medicine provides new opportunities for people, but causes many problems which are being tackled through connecting to the communities. Residents are more and more interested in their overall quality of life, as health, safety, personal development, leisure activities and other important issues. One way to ensure this is the activities of the communities themselves.
Community-based activities are usually carried out in people's own initiative, to promote inner need for self-expression and self-development, self-social empowerment. Community social participation as a desirable activity is incorporated into our national legislation and standards, community development projects, however, that this does not remain a mere formality, it is necessary to look for forms how to do it would be best, so it's important to know the community participation in activities promoting and restricting factors.
Based on the results of the study suggest that cooperation in rural communities enable to create deep relationships, share of best practices of community activities, form positive relationships between people, groups and organizations. To establish and maintain such relationships are mutually beneficial. The greater rural community participation, the more useful the rural community becomes, increasing the dissemination of community-based activities and encourage members of the community motivation to actively engage in joint activities.
Although the rural community people say satisfying their communication needs in communal activities, but they have little respect the new knowledge acquisition, access to innovation and so on educational needs. It was found that only about one-fifth of the respondents are interested in innovation.
An analysis of the rural community participation in social reason is obvious, that the strongest motives to encourage people to join community-based activities are individual - need for communication, self-realization, and the desire to contribute to the community goals, their existing knowledge in the community benefit. Population dissatisfaction with the existing social services, their lack, the desire to improve the living environment as well as encourage them to connect and solve problems together.
Reasons for not social participating in community’s activities are individual personal provisions and properties, the overall human inactivity and unwillingness to get involved in community activities, community activities is not relevant for them, insufficient information about community activities and community distrust of transparency. All of these reasons can be removed in various educational information tools.
The more, the study showed that a significant factor in determining participation in community activities is the education. Highly educated people are more likely to participate in community activities.
