През 2014 г. ръководството на компанията „Арсенал" АД - Казанлък, се изправя пред големия проблем с недостига на дипломирани инженери в отбранителната индустрия, включително за производство на оръжия и боеприпаси, и търси начин да го реши. Решава да покани на среща директора на филиала на Техническия университет в Пловдив, за да му предложи сътрудничество между фирмата и висшето училище . Идеята е в кратки срокове да бъдат преквалифицирани инженерни кадри, които работят в „Арсенал", но не са оръжейници.
