This is an initiative by the Directorate for Research, Lifelong Learning and Innovation through the EU Agenda for Adult Learning in Europe project. In this blog post, Ireland’s Margaret Timoney travels to Malta to showcase how her country’s Skills for Work programme has benefited both employers and employees keen to engage in lifelong learning.

National Initiative

Skills for Work (SFW) is a national initiative funded by the Irish Government to support the educational workplace training of adults in employment. The fact that SFW funding is directly allocated to those already in the workforce is unique. Over the years, the focus for most government funding was to upskill people not in employment, so that they could improve their educational skills to increase job opportunities. The Skills for Work annual budget provides 100% funding to companies to upskill approximately 2,700 adult employees.

Ireland aims to significantly grow work based learning over the coming five years using the apprenticeship and traineeship modes of learning and skills development. Ireland's action plan includes an outline of current provision, an overview of recent developments, as well as targets for provision and participation from 2016 - 2020.

KA1 project - Adult Education: Mobility and learning - chance for development (looking for partners)

Association "Edufons" was established to strengthen the community through education, improving the flow of information, the promotion of democratic citizenship, positive valuation of differences through lifelong education and advocacy. We promote the rights for everyone to education that has a fundamental role in the development of every person and big impact on social and economic development of the community. These are needs to develop our own capacities: introducing innovative ways, tools and working methods in order to offer our adult learners optimal training programs. We consider very important professional development of trainers through the improvement of their core competencies and skills. Adult learners are recognized as passive and hardly involved in the process of continuous learning. We want to help them through additional education to be better positioned in the labor market. The focus is on the offers of educational programs for all ages and different target groups, especially for rural women. Objectives of our project: to strengthen the capacity and attractiveness of the organization so that it is able to offer activities and programs that better meet the needs of individuals and staff to expand their professional competence with the acquisition of the idea of the different education systems and approaches in adult education in the EU. Abroad will be sent 5 persons: 2 responsible for the strategic development of the organization and 3 teachers/learners in Italy and Slovenia. They have many years of experience in their professions, volunteers are either members of the CSOs and other related professional associations. The project will have three phases: 1. preparation phase (formation of the project team, selection of participants in mobility, set duties and activities, selection of partners, deal and contract with partners, define participants mobility; a final check of preparatory activities); 2. implementation of mobility (visits to partner organizations, job shadowing to gain working methods and approaches to adult education); 3. Flow-up (dissemination, project outcomes, evaluation, final reporting). During all phases will be carried out monitoring of achievements, internal reporting and dissemination. Selected mobility activity is job shadowing in the relevant organizations active in adult education in Italy and Slovenia. Method: attendance at meetings, presentations, gaining insight into the documentation, curriculum, various materials (brochures, manuals, flyers, leaflets ...), gathering information, learning about the organizational/management structure, and legislation of adult education in the country of the recipient, the introduction of new tools, use of available portal (EPALE, eTwinning, SEG, etc.). Participants in each planned activity of our project will acquire / improve following learning outcomes or competences: gaining skills, application of acquired knowledge; project management skills development; experience of different teaching methods and of new subjects; knowledge of own subject field; motivation for the job, professional training and skills development, work in a multi-disciplinary team; digital, language, social skills development; strong bonds with partner country teachers; knowledge and understanding of partner countries' educational system and EU. Empowering its members our organization will offer to its users some new programs and methods of education that will enable them to participate actively in the labor market and in society as a whole. Providing support to women in agriculture in the acquisition of quality of learning outcomes (knowledge, skills and competencies) will enhance their personal development, visibility and encourage the higher sense of European citizenship and identity. The project may have a major positive impact on participants' future skills and professional experience both in the sending institution and the receiving one. The impact is reflected through the promotion of mobility, cooperation and European values, raising awareness of the European area of lifelong learning and the dissemination of good practice. The desired effect is: create a culture of learning, social organizations, knowledge-based economy, improving the skills and achievements of adults, local, regional rural development and the advancement of women. The impact is basic support for sustainable socioeconomic development of Serbia and its integration into the global, especially European economy. The project has measures suitable to produce a long-term multiplier effect and durable impact both internally and outside the sending institution (e.g. and other educational community). In the long-term, the project will benefit learners and participating organization. The results of the project will be incorporated into the sending institution's methods and management and/or learning/teaching framework.
