The global crisis has increased unemployment in the EU to unprecedented levels, yet many employers claim they have difficulties finding skilled workers to fill their vacancies. This report shows that most vacancy bottlenecks arise because of factors other than general skill deficits, including job offers of poor quality. Genuine skill shortages affect a small group of dynamic, internationally oriented European enterprises in specific economic sectors (health and social care, ICT, advanced manufacturing).

Thsi study reviews the current use of open educational resources in adult learning, assess its potential and makes recommendations for policy interventions taking account of the European Commission's policy framework. It incorporates new research into 12 new member states leveraging on a synthesis of existing  research from a range of projects and a 2014/15 shared Study on OER for the Joint Research Centre as well as two more studies for JRC and LLP.

21.10.2015 kogunes Kutsekojas esmakordselt tööjõu vajaduse prognoosisüsteemi OSKA koordinatsioonikogu, kelle ülesandeks on anda sisendit valitsuse tööjõuturu nõudluse ja koolituspakkumisega seotud otsustele. OSKA analüüsi tulemusena kasvab Eesti inimeste ja majanduse konkurentsivõime, kui õppe kavandamisel on võimalik arvestada, kui palju ja milliste oskustega inimesi tööturul vajatakse. OSKA aitab tööandjatel saada ka vajalike oskustega töötajaid ning lihtsustab teadlike karjäärivalikute tegemist.

12.10.2015 kogunes Kutsekojas OSKA majandusarvestuse valdkondlik eksperdikogu arutama, millistest oskustest on vajaka valdkonnas töötavatel spetsialistidel. Eksperdikogu leidis, et edaspidi tuleks õppes enam pühenduda teoreetiliste teadmiste praktikas rakendamisele. Eksperdikogu jõudis järeldusele, et nii analüüsi- kui IKT oskusi majandusarvestuse valdkonnas tuleks jätkuvalt edasi arendada, kuna need on tuleviku arenguid silmas pidades valdkonna arengus võtmetähtsusega juba lähiaastatel.

Education is often seen as the most important mobility channel for children of immigrants. To what extent is this true? In this article, the author looks at successful second generation Turkish professionals in Sweden, France, Germany and The Netherlands. What kind of pathways did they take to become a professional? Based on the large quantitative international TIES survey, the author reconstructs the pathways to a professional position in the four countries. We see how the open, comprehensive school systems in Sweden and France provide the main paths to a professional job.
