Lifelong Learning Platform: Recommendations on validation of non-formal and informal learning

The Lifelong Learning Platform recently published a position paper on the validation of non-formal and informal learning (VNIL).

The Lifelong Learning Platform proposed five key success factors that would help take VNIL one step further. Each factor was also accompanied by specific recommendations, provided by the Platform’s experts.

The success factors are:

1. Long-term and sustainable strategies for validation

The Lifelong Learning Platform believes the implementation of validation systems requires a shift of approach towards learning outcomes. The validation mechanisms should be part of a broader lifelong learning strategy in order to be successful.

2. Overcoming resistance: towards a cultural shift

The organisation says, “The implementation of validation mechanisms goes against strong beliefs in society that good education can only be delivered in a classroom especially when we consider higher education.” The platform further contends: “Changing mindsets as regards non-formal and informal learning is a prerequisite in making progress in this area. This concerns formal education as well as employers.”

3. Reaching out to disadvantaged groups

The Platform refers to the 2012 Council Recommendation on validation, which states:

“the validation of learning outcomes, namely knowledge, skills and competences acquired through non-formal and informal learning can play an important role in enhancing employability and mobility, as well as increasing motivation for lifelong learning, particularly in the case of the socio-economically disadvantaged or the low-qualified.”

4. Guidance, counselling and information

According to the Lifelong Learning Platform, educational institutions should be prepared and encouraged to implement validation mechanisms, and it is important to implement validation strategies in a way that builds trust with learners and stakeholders.

5. The EU’s role in a successful implementation of VNIL

The LLP believes that the EU should take advantage of the leading position in that area in order to secure a successful implementation of VNIL across the continent.
