European curriculum for domestic housekeepers

European Curriculum for Domestic Housekeepers has been developed in the framework of the Erasmus+ PRODOME project with the relevant partners and stakeholders in the 3 participating countries, France, Spain and Italy, the 3 biggest employers in terms of domestic work within the EU.

This curriculum, with a 3 EQF level, comprises a common and harmonised competence framework with transversal skills, hard and soft profile-specific skills, as well as the related learning outcomes, learning units, competence levels description, learning architecture and learning contents. These transversal skills include green and IT skills, whose relevance was already advocated in the application form of the project, and then validated by the research carried out during the first stages of the project. More concretely, it gathers 7 competence areas:

  • Household cleaning,
  • Laundry care,
  • Meal preparation,
  • Adaptation to different communication situations,
  • Organising social and leisure activities,
  • Encouraging independence in hygiene activities,
  • Developing employability.

Each competence area includes 2 to 4 competences and the whole framework consists of 18 competences and provides a comprehensive list of 284 learning outcomes defined in terms of knowledge, skill and responsibility/autonomy, in accordance with the EQF.

As for the learning architecture, it was developed according to the defined competence framework and is composed of:

  • 9 modules with a total length of 300 hours, from which 180 hours in blended learning, face to face and distance learning, and 120 hours in work-based learning.
  • A total of 10 ECVET credits was defined for the whole training.

This competence framework was built on the existing training and certifications available for this profile in the member states involved in the project, mainly:

  • "Employé familial" in France, with a 3 EQF level and a total of 571 hours
  • "Empleo doméstico" in Spain, with a 2 EQF level and a total of 200 hours
  • “Assistente famigliare” in certain regions in Italy, with no EQF level defined so far and a total of 60 hours.

It was also built on the basis of the ESCO profile 5152 “Domestic housekeepers”, for which some adjustments were proposed to meet the actual needs of the target groups of PRODOME project, namely:

  • The definition of the workplace: only the household, not a community nor an establishment,
  • No evidence was found by our project about the relevance of a supervision of workers (domestic housekeepers work rather alone),
  • Healthcare activities are not possible (such as giving medicines) due to legal and professional limitations established in some countries (mainly France and Spain).

The competence framework was validated by 6 focus group (2 per country) involving 26 stakeholders (domestic housekeepers, VET providers, decision-makers, social partners, PES and other experts) to ensure the consistency of the content and the designed training path with the workers (supply side) and the employers (demand side) needs and rights. They also confirmed the relevance and shortage of emerging skills like ICT and green skills applied to households and the importance of work-based learning.

Keeping in mind the European dimension of the curriculum and the use of common standards, this competence framework is expected to facilitate the recognition and adoption or integration in further countries in the European Union, as well as to set up a milestone for future certifications for domestic housekeepers.

In this sense, the European curriculum for domestic housekeepers has an open license Creative Common Attribution-Non-Commercial-Share Alike 4.0 International (enabling the modification and the re-use in a non-commercial way, as well as its distribution under the same license) in order to ensure the largest possible impact and transferability.
