The Plan serves as a prerequisite for the creation of a comprehensive and sustainable system of adult education.
Considered in the plan are the regional needs as well as medium and long term labour market forecasts. The purpose of the Plan is to provide for an accessible and good quality education for all population diregarding their age, gender, previous education, place of residence, income level, ethnic origin, functional disorders or other factors.
The Plan outlines the interaction of industry policies and establishes precise areas of responsibility by dividing the competences among the Ministry of Education and Science (MES), Ministry of Economics (ME) and Ministry of Welfare (MW).
MES will be in charge of improving the qualifications and requalification of the employed persons. MW will supervise the returning of the unemployed into the labour market in compliance with the short term labour market forecasts and will deal with the persons subjected to the risk of social exclusion, refugees and persons with the alternative status. The Ministry of Economics will analyze the market and create medium and long-term labour market forecasts.
To prevent the fragmentation of responsibilities and functions, the Plan envisages the creation of the administrative board of adult education.
For the implementation of the Plan MES will raise the planning period 2014—2020 funding from the EU structural funds special support action “To improve professional competences of employed persons”(SSA 8.4.1.) totalling to 27 mln. euros and will cooperate with municipalities.
