How does the EU support people and projects in adult learning?
There are many ways in which the EU supports the adult learning sector in Europe – from commissioning research and sharing good practices to promoting innovations and funding the upskilling of individuals.
To help build a more robust and effective adult learning sector, the European Commission is investing in EPALE – an electronic platform for adult learning professionals: teachers, policy makers, researchers, academics, training providers – anyone working in the adult learning sector. EPALE aims to bring all these people together and build a vibrant adult learning community.
Widely recognised as the most successful EU programme, Erasmus+ has around 5% of its total budget available to support:
- Learning mobility for adult education staff;
- International cooperation between organisations (e.g. adult learning centres);
- Initiatives for policy innovation (e.g. networks supporting specific policy areas, like literacy a nd adult learning).
The European Social Fund (ESF) is the EU’s main financial instrument for supporting employment.
The ESF is helping build a culture of training and lifelong learning to enable workers and employers to keep their skills and competences up to date.
It is also supporting activities that help adult learners move into tertiary education.

Member States outlined their measures to implement Upskilling Pathways.
EAAL is part of the 'ET2020' framework for European cooperation in education and training. The ET2020 working group on adult learning 2016 - 2018 undertakes peer learning on policies that can encourage more adults to learn in the workplace.
On 19 December the Council adopts the recommendation Upskilling Pathways - New opportunities for adults. This aims to help Europe's 64 million adults who do not yet have an upper secondary qualification to acquire a minimum level of literacy, numeracy and digital skills and then progress towards an upper or lower secondary qualification.
The New Skills Agenda for Europe proposes that Member States adopt a Skills Guarantee to raise the level of adult basic skills.
The 2015-2020 priorities for EAAL are set:
- ensuring the coherence of adult learning with other policy areas
- increasing the supply and take-up of adult learning provision
- widening access through workplace-based learning, ICT and second-chance opportunities
- improving quality assurance, including initial and continuing education of adult educators.
The Council publishes a resolution on a renewed European Agenda on Adult Learning (EAAL), consolidating policy in the field of adult learning. This is the EU reference text on adult learning policy.
A key message of EAAL is that adult learning in all its forms boosts learners’ employability, and contributes to social inclusion, active citizenship and personal development. Increasing participation and enabling all adults to develop and renew their skills and competences throughout their lives are at the heart of the Agenda.
The Commission publishes the communication It is always a good time to learn. It includes an Action Plan on Adult Learning (2008-2010) that provides, for the first time, common priorities to be encouraged in the adult learning sector.
The Commission publishes the communication It is never too late to learn highlighting the essential contribution of adult learning to employability and mobility and to social inclusion.
The Council of the European Union publishes its Resolution on Lifelong Learning, highlighting the ‘cradle-to-grave’ principle of education and its provision in different environments.
The EU begins working on adult learning policy.
EU’s work on adult learning begins with the Treaty of Rome through which the European Community promoted basic and advanced vocational training.

ES pievēršanās pieaugušo izglītības jautājumam sākas ar Romas Līgumu , ar kura starpniecību Eiropas Kopiena veicina profesionālo apmācību pamata un augstākajā līmenī.
ES sāk izstrādāt pieaugušo izglītības politiku.
Eiropas Savienības Padome publicē Rezolūciju par mūžizglītību, īpaši izceļot izglītības principu no šūpuļa līdz kapam un tā nodrošināšanas iespējas dažādās vidēs.
Komisija publicē paziņojumu Lai mācītos, nekad nav par vēlu, kurā īpaši tiek izcelta pieaugušo apmācību būtiskā ietekme uz nodarbinātību, mobilitāti un sociālo integrāciju.
Komisija publicē paziņojumu Mūžu dzīvo — mūžu mācies. Tajā ir ietverts Rīcības plāns pieaugušo izglītībai (2008-2010), kurā pirmo reizi ir definētas kopīgās prioritātes, kas jāveicina pieaugušo izglītības jomā.
Padome publicē rezolūciju par atjaunotu Eiropas izglītības programmu pieaugušajiem (EAAL), konsolidējot pieaugušo izglītības politikas jomu. Tas ir ES pieaugušo izglītības politikas atsauces dokuments.
EAAL galvenais vēstījums: pieaugušo izglītība jebkādā formā ievērojami uzlabo apmācāmo personu nodarbinātības rādītājus, veicina sociālo integrāciju, iesaistīšanos pilsoniskajās aktivitātēs un personisko izaugsmi. Programmas uzsvars ir likts uz pieaugošu iesaistīšanos un iespēju visiem pieaugušajiem attīstīt un atsvaidzināt savas prasmes un zināšanas visa mūža garumā.
Tiek noteikti EAAL prioritārie mērķi laika posmam no 2015-2020. gadam:
nodrošināt koherenci starp pieaugušo izglītību un citām politikas jomām;
palielināt pieaugušo izglītības nodrošinājuma piedāvājumu un patēriņa iespējas;
paplašināt pieejamību, izmantojot darba vietas nodrošinātu pieaugušo izglītību, informācijas un komunikāciju tehnoloģijas un otrās iespējas;
uzlabot kvalitātes nodrošinājumu, tostarp pieaugušo izglītības pedagogu pirmreizējo un turpmāko izglītību.
The Jaunu prasmju programma Eiropai ierosina dalībvalstīm pieņemt Prasmju garantiju, kas ļautu paaugstināt pieaugušo pamata prasmju līmeni.
19. decembrī Padome pieņem ieteikumu Prasmju pilnveides ceļi: jaunas iespējas pieaugušajiem. Tā mērķis ir palīdzēt Eiropas 64 miljoniem pieaugušo, kuri vēl nav ieguvuši vidējo izglītību, apgūt lasītprasmi, rēķināšanu un digitālās prasmes pamata līmenī, un ļaut turpināt iegūt pamatskolas vai vidusskolas izglītību.
EAAL ir daļa no "ET2020" stratēģijas, kas ir stratēģijas sistēma Eiropas sadarbībai izglītības un apmācības jomā. ET2020 pieaugušo izglītības 2016-2018 darba grupa īsteno sasvstarpējās mācīšanās stratēģiju politikas jomās, kas iedrošina vairāk pieaugušo mācīties darba vietā.
Dalībvalstīm vispārējos vilcienos jānoformulē pasākumi, kas tiks veikti ieteikuma ''Prasmju pilnveides ceļi'' īstenošanas ietvaros.
