Kas yra Europos suaugusiųjų mokymosi darbotvarkė ir kaip ji įgyvendinama?
The Renewed European Agenda for Adult Learning (EAAL) defines the focus for European cooperation in adult education policies for the period to 2020. It was adopted by the Council in November 2011. In it, the Council recognises that there is a need for all adults regularly to enhance their personal and professional skills and competences, but that adult learning is the weakest link in national lifelong-learning systems. Adult participation in learning continues to be low. In order to achieve an effective adult learning sector, more needs to be done. Among the issues targeted for action in the Agenda are: increasing the possibilities for all adults to access flexible, high-quality learning at any time in their lives; developing new approaches to adult education focusing on learning outcomes; raising awareness that learning is a lifelong endeavour; developing effective lifelong guidance systems and systems for validating non-formal and informal learning.
To facilitate cooperation between European countries and the Commission in implementing the EAAL, each participating country has a National Coordinator. Each National Coordinator sets out a work programme which identifies the specific actions their organisation is going to take to implement the EAAL in their country.

The Atnaujintoje Europos suaugusiųjų mokymosi darbotvarkėje apibrėžiama Europos bendradarbiavimo suaugusiųjų švietimo politikoje strategija iki 2020 m. Taryba ją patvirtino 2011 m. lapkričio mėn. Joje Taryba pripažįsta, kad visi suaugusieji turi reguliariai tobulinti savo asmeninius ir profesinius įgūdžius bei gebėjimus, tačiau suaugusiųjų mokymasis yra silpniausia nacionalinių visą gyvenimą trunkančio mokymosi sistemų grandis. Suaugusieji ir toliau neaktyviai dalyvauja mokymosi procese. Kad suaugusiųjų mokymosi sektorius būtų veiksmingas, reikia nuveikti daugiau.
Darbotvarkėje numatyti klausimai, dėl kurių reikės imtis veiksmų: didinti visų suaugusiųjų galimybes bet kuriuo gyvenimo laikotarpiu gauti lankstų ir kokybišką mokymąsi; sukurti naujus suaugusiųjų švietimo metodus, skirtus mokymosi rezultatams; didinti supratimą, kad mokymasis yra visą gyvenimą trunkantis darbas; sukurti veiksmingas visą gyvenimą trunkančio orientavimo sistemas ir neformalaus mokymosi ir savišvietos pripažinimo sistemas.
Siekiant palengvinti Europos šalių ir Komisijos bendradarbiavimą įgyvendinant Europos suaugusiųjų mokymosi darbotvarkę, kiekviena dalyvaujanti šalis turi nacionalinį koordinatorių. Kiekvienas nacionalinis koordinatorius rengia darbo programą, kurioje nurodomi konkretūs veiksmai, kurių jo organizacija ketina imtis, kad įgyvendintų Europos suaugusiųjų mokymosi darbotvarkę savo šalyje.
