Adult participation in lifelong learning, i.e. the percentage of the population aged 25-64 participating in education and training during the 4 weeks prior to the survey. (Note: This is a pragmatic definition for EU purposes, in relation to the EC benchmark as calculated by the Labour Force Survey; a full dictionary definition would be much wider, and definitions used in other surveys will differ).
A range of activities outside formal educational institutions designed to identify and attract non-learners, in order to encourage them to enrol in education and training programmes. (Note: see also ‘Hard to engage’).
