Teaching literacy for adults

The problem of illiteracy has several negative consequences for both individuals themselves and societies. On the one hand, lack of literacy skills prevent individuals from expressing themselves, finding a suitable job, living a healthy life and etc., on the other hand, it is a major obstacle to sustainable development.

Literacy studies for adults are carried out regularly in Turkey. However there is still illiterate people  in Turkey and their rate differentiates  according to the following factors:

  • gender
  • income and 
  • the place where they live.

Similar to the situation around the world, Illiteracy rate is higher among women than men, those on low incomes than those on high incomes and  those living in the provinces than those in the cities.

Several  literacy campaigns have been organized in the years 1928, 1960, 1971, 1981, 2001 and 2018 for illiterate adults in Turkey.  All these national level campaigns were successful in some extend during their implementation period. The literacy increased from 10% (1923) to %96.97 (2018). 

The last “Mobilization for Literacy” campaign launched by the Ministry of National Education in February 2018. In line with this campaign, Adult literacy and Basic Education Program is developed by General Directorate of Lifelong Learning. This program includes first level and second level literacy courses and level tests. The objectives of the “Adult literacy and Basic Education Program " can be grouped under four headings:

1. To give functional literacy skills to illiterate adults. 

2. Giving equivalent education to the first five classes of primary education. 

3. Gaining knowledge, skills and attitudes that can improve the quality of life of adults. 

4. Making adults acquire the idea of lifelong learning.

These courses were conducted in the organization of Public Education Centers. Total of 762,238 trainees participated in the course and level tests in 2018. The mobilization is intended to continue until all illiterate citizens in Turkey are reached.
