– The refugee crisese and the oil crises have reinforced the need to develop a national and holistic skills strategy. This was the message from the Minister of Education and Research as he welcomed the social partners in the Norwegian labour market to the first out of five conferences dedicated to this national effort.
Representing involved parties within government and the two sides of industry, about a hundred delegates were gathered to present their contributions and priorities as to what a national skills strategy would need to include.

The Norwegian Government has proposed to improve opportunities for foreign artisans to receive formal recognition of their prior skills as long as it is on par with Norwegian craft certificates. The new system will be important for foreign artisans who need to start looking for new jobs, and for the integration of refugees in the labor market.

CROSS-BORDER JOB MOBILITY AND THE RECOGNITION OF INITIAL AND FURTHER EDUCATION RESULTS
What are the requirements (CZE , AUT, SR) for employees in the most frequent occupations in the border areas? How to be qualified to work abroad? What are the differences in obtaining qualifications in formal and nonformal education in these countries? CrossVet project is trying to answer these questions.
Freire (1921–1997) is one of the most significant educational thinkers of the twentieth century. His didactic was that education can be for liberation only if there is equality between teacher and learner. Freire maintained that the student must form the centre of the educational process.
Competence-based qualifications have been available for adults in Finland for 20 years already. The survey ordered by the Finnish National Board of Education in honour of the anniversary shows that a competence-based qualification increases the professional skills of the candidate and improves their status in the labour market even in a poor economy.

As Europe grows closer together, the field of educational guidance is also extending its reach beyond borders. The tenth Euroguidance Cross Border Seminar was held from June 9-10 in Retz/Lower Austria in keeping with the motto "Guidance Crossing Borders" and dedicated itself to the manifold ways in which educational and vocational guidance counselling in Europe is crossing various traditional boundaries.
The human population is constantly increasing but also progressively aging. Old people have a lot to contribute to the development of society. Thus, it is important that they can learn on equal terms with the young, and in age-appropriate ways. Their skills and abilities need to be recognised, valued and utilised. Undoubtedly universities play a crucial role in promoting lifelong learning, and in the last few decades the international education community has discussed the implications of lifelong learning for higher education.

The aim of this policy debate is to give an insight into the impact of EU and national policy developments around the recognition and validation of non-formal and informal learning, and the progress made in the establishment of validation arrangements at national level. There will be a particular focus on the recognition of competences gained through volunteering. There will be a presentation of initiatives run by civil society organisations in youth work and adult education.
The establishment of systems for the recognition and validation of all forms of learning has
become one of the central themes in all sectors of education and training. This evolution
reflects various societal changes, in particular the shift from the 'job for life' culture to the
expectation of a succession of jobs throughout a career, often in different occupational areas.
