Target groupThe seminar is intended for officials from national, sub-national and local authorities and other public bodies from the EU Member States, candidate countries and European bodies and organisations, who wish to familiarise themselves with European public procurement, PPP/private finance and concessions. It should also be of interest to private sector providers, professional advisers and academics.DescriptionThe seminar will provide an overview of the current rules and developments in European public procurement based on the public procurement directive (Directive 2014/24/EU) and the directive on the award of concession contracts (Directive 2014/23/EU). The public procurement directive will be examined in detail, covering the scope, procedures, rules on public contracts, contract performance and specific procurement regimes. The seminar will also address key issues in the use of competitive dialogue and the competitive procedure with negotiation. It will cover PPP/private finance, indicating where PPP are being used and when they work best for financing infrastructure projects.Learning methodologyThe seminar will be based on presentations and discussions, with an emphasis on a high level of interactivity. Most importantly, the seminar will offer an excellent platform to exchange experiences and concerns in dealing with European public procurement, PPP/private finance and concessions.ObjectivesThis seminar will provide an understanding of the latest rules and developments in European public procurement, PPP/private finance and concessions. Objectives
This seminar will provide an understanding of the latest rules and developments in European public procurement, PPP/private finance and concessions. It should be of benefit to representatives from contracting authorities and businesses who need to familiarise themselves with the rules and policies at European level.
Očekivani ishodi učenja
In this course you will receive an overview of the current rules and developments in European public
procurement based on the public procurement directive (Directive 2014/24/EU) and the directive on the
award of concession contracts (Directive 2014/23/EU). You will get a basic understanding of the concept
of Public-Private Partnerships (PPPs)/private finance, indicating where PPPs are being used and when
they work best for financing infrastructure projects. After this course you will understand:
• the provisions in the procurement and concessions directives;
• the use of competitive dialogue and the competitive procedure with negotiation;
• the basics of Public-Private Partnerships and private finance for infrastructure in Europe.
