What is the European Agenda for Adult Learning and how is it implemented?

The Renewed European Agenda for Adult Learning (EAAL) defines the focus for European cooperation in adult education policies for the period to 2020. It was adopted by the Council in November 2011. In it, the Council recognises that there is a need for all adults regularly to enhance their personal and professional skills and competences, but that adult learning is the weakest link in national lifelong-learning systems. Adult participation in learning continues to be low. In order to achieve an effective adult learning sector, more needs to be done.   Among the issues targeted for action in the Agenda are: increasing the possibilities for all adults to access flexible, high-quality learning at any time in their lives; developing new approaches to adult education focusing on learning outcomes; raising awareness that learning is a lifelong endeavour; developing effective lifelong guidance systems and systems for validating non-formal and informal learning.

National Coordinators are designated by each country to facilitate cooperation between European countries and the Commission in implementing the EAAL. Each National Coordinator sets out a work programme which identifies the specific actions their organisation is going to take to implement the EAAL in their country.

Sainmhínítear sa Chlár Oibre Athnuaite Eorpach don Fhoghlaim Aosach (EAAL) an fócas a bheidh ag comhar Eorpach i dtaca le beartais oideachais aosaigh sa tréimhse go 2020. Ghlac an Chomhairle leis i Samhain 2011. Sa chlár oibre sin, aithníonn an Chomhairle a riachtanaí atá sé go gcuirfidh aosaigh go rialta lena gcuid scileanna agus inniúlachtaí, idir phearsanta agus ghairmiúil, ach gurb í an fhoghlaim aosach an nasc is laige i gcórais náisiúnta foghlama ar feadh an tsaoil. Tá líon na n-aosach a ghlacann páirt i bhfoghlaim íseal i gcónaí. Ní mór tuilleadh a dhéanamh chun earnáil éifeachtach foghlama aosaí a bhaint amach.

 

I measc na saincheisteanna ar díríodh orthu sa Chlár Oibre tá: méadú a dhéanamh ar chumas gach aosaigh teacht ar fhoghlaim sholúbtha, ardchaighdeáin ag tráth ar bith dá saol; cineálacha nua cur chuige i leith oideachas aosach a fhorbairt, ag díriú ar thorthaí foghlama; feasacht a chothú gur iarracht ar feadh an tsaoil é an t-oideachas; córais éifeachtacha treorach ar feadh an tsaoil a fhorbairt mar aon le córais chun foghlaim mhífhoirmiúil agus neamhfhoirmiúil a bhailíochtú.

 

Chun comhar idir tíortha Eorpacha agus an Coimisiún a éascú maidir le cur chun feidhme an EAAL, tá Comhordaitheoir Náisiúntaag gach tír. Leagann gach duine de na Comhordaitheoirí Náisiúnta clár oibre amach ina n-aithnítear na gníomhartha ar leith a dhéanfaidh a n-eagraíocht siúd chun an EAAL a chur chun feidhme ina dtír féin.
