The ageing population is a phenomenon that is challenging policy makers around the world. In Europe, the percentage of the population aged 65 years or over is expected to increase from 18 percent in 2010 to 30 percent by 2060. With around 1 in 150 people currently being diagnosed with an autism spectrum disorder, this means there is a large – and growing – number of ageing adults with autism whose needs have not yet been considered in most countries.

The publication of this evidence review marks an important first step in our understanding of the contribution public libraries can make at an economic level, whilst also assessing the scale of contribution a library can make to individuals and communities via the social and educational benefits they provide. In a climate where local authorities face significant financial challenges, and libraries have historically been a ‘soft target’, understanding the economic contribution of libraries is particularly important to the library sector.

Since 2008, the financial crisis has had a profound social and economic impact on the UK’s most vulnerable communities. Literacy influences individual capability in all spheres of life. In times of economic instability, low literacy makes individuals and communities more vulnerable to inequality, increasing the risk of social exclusion and undermining social mobility. In this document we explore how low literacy in the UK affects both employment and economic outcomes, health levels and health inequalities, and exacerbates factors associated with criminal offending.
