This technical report aims to provide a framework for the collection of statistical indicators and sub-indicators on adult skills. This information can be used to monitor skill development among EU countries while comparing its progress with the agreed target and EU average performance. A preliminary list of indicators is proposed based on data availability. Some discussion on their appropriateness is also presented in line with the Joint Assessment Framework methodology (JAF).
