Some long-term unemployment in Cyprus tends to involve low-skilled individuals from the tourism and construction sectors who are not very likely to participate in training programmes. However, long-term unemployment is also found among highly trained individuals - particularly among young people and those who lost long-standing jobs following the banking crisis and subsequent bail-in.

In November 2008, Professor Sir Michael Marmot was asked by the Secretary of State for Health to chair an independent review to propose the most effective evidence-based strategies for reducing health inequalities in England from 2010. The strategy will include policies and interventions that address the social determinants of health inequalities. The Review had four tasks:

1. Identify, for the health inequalities challenge facing England, the evidence most relevant to underpinning future policy and action

2. Show how this evidence could be translated into practice

The report, conducted by BOP Consulting and funded by the Peter Sowerby Foundation, brings together a strong and growing body of research that shows how and why reading for pleasure can bring a range of other benefits to individuals and society. There is already strong evidence to show that reading for pleasure plays a vital role in improving educational outcomes. However, in the UK, reading levels are low among people of all ages: most children do not read on a daily basis and almost a third of adults don't read for pleasure.

This technical report aims to provide a framework for the collection of statistical indicators and sub-indicators on adult skills. This information can be used to monitor skill development among EU countries while comparing its progress with the agreed target and EU average performance. A preliminary list of indicators is proposed based on data availability. Some discussion on their appropriateness is also presented in line with the Joint Assessment Framework methodology (JAF). The conceptual framework and approach build upon the work of OECD et al.

The systematic inclusion of information on orientation of study (vocational vs. general) in the Labour Force Survey (LFS) starting from 2014 will give the possibility to analyse the features and the labour market outcomes of individuals depending on the programme orientation of their qualification. One of the main purposes of this technical briefing is to investigate the possible impact of the addition of this information in the context of the Joint Assessment Framework (JAF) approach, in particular with reference to the benchmark on the employment rate of recent graduates.

The European Commission against Racism and Intolerance (ECRI) is a mechanism which was established by the first Summit of Heads of State and Government of the Council of Europe member States. The decision to establish ECRI is contained in the Vienna Declaration adopted by the first Summit on 9 October 1993. On 13 June 2002, the Committee of Ministers adopted an autonomous Statute for ECRI and thus consolidated its role as an independent human rights monitoring mechanism specialised in questions relating to racism and intolerance.
