National policy framework and changes since 2008
In the Czech Republic, skill upgrading for the unemployed, as one of the
dimensions of active labour market policy (ALMP), is governed by the relevant
Employment Act provisions. The key institution responsible for the implementation
of training programmes for the unemployed, including the low-skilled unemployed,
is the network of District Labour Offices (DLOs). This network has had to face four
key challenges during the economic crisis years.
