Adults with low skills in language, literacy and numeracy (LLN) are numerous in many Organisation for Economic Co-operation and Development (OECD) countries. They can include early school leavers, older learners who have not used their skills over time, immigrant and refugee learners, or individuals with disabilities. The consequences of these low foundation skills span the economic, health and social well-being of individuals, families and communities. Investment in this sector of adult education is therefore crucial.

In Romania, the National Education Law no. 1/2011 (Article 357) states for the first time the need to create a system that will provide initial training and continuous development of the professionals in adult education. This need is based on the fact that, at this moment, the Romanian system of qualification in adult education is incomplete, divided by incoherent certification and regulatory mechanisms that do not take into account the diversity of the field and professional statuses, experiences, tasks and roles performed by adult educators.
