The global crisis has increased unemployment in the EU to unprecedented levels, yet many employers claim they have difficulties finding skilled workers to fill their vacancies. This report shows that most vacancy bottlenecks arise because of factors other than general skill deficits, including job offers of poor quality. Genuine skill shortages affect a small group of dynamic, internationally oriented European enterprises in specific economic sectors (health and social care, ICT, advanced manufacturing).

Thsi study reviews the current use of open educational resources in adult learning, assess its potential and makes recommendations for policy interventions taking account of the European Commission's policy framework. It incorporates new research into 12 new member states leveraging on a synthesis of existing  research from a range of projects and a 2014/15 shared Study on OER for the Joint Research Centre as well as two more studies for JRC and LLP.

En continuité de la fiche sur la compétence de Marc Nagels, ce rapport interroge le terme de compétence en lien avec le terme de qualification. L'étude interroge les compétences mobilisées en situation de travail, notamment en littéracie et en numératie, dans 24 pays dont 22 membres de l'OCDE et en croisant différentes caractéristiques sociodémographiques. Si les tableaux et données sont parfois arides, les informations questionnent de manière pertinente les compétences en situation de travail et montrent la difficulté à en dégager des certitudes.

As a response to some of the burning issues Europe is currently experiencing, EU Education Ministers unanimously adopted the Paris Declaration on promoting citizenship and the values of freedom, tolerance and non-discrimination through education. If the topic is back on the agenda, the challenge remains to keep it there, while striving to ensure it includes all ages in society, from young children to retired people, be they learners or teachers, with inclusiveness and social cohesion in mind.

Pojem age management se pomalu, ale jistě začíná i  v  českém prostředí prosazovat. První povědomí o jeho konceptu přinesl projekt mezinárodní spolupráce mezi Českou republikou a Finskem „Strategie Age Managementu v České republice“, který realizovala Asociace institucí vzdělávání dospělých ČR, o.s. ve spolupráci s Masarykovou univerzitou, Univerzitou Palacké- ho v Olomouci a Úřadem práce ČR, krajskou pobočkou v Brně v letech 2010-2012.

Within a European project FACTS - Foreign Language Assessment of Competences Test System, eight organisations from six countries have developed an interactive online self-assessment test in German, English, French, Italian, Spanish and the Scandinavian languages. The test combines self-assessment and testing by experts and gives a separate result for each linguistic competence on the basis of the Common European Framework of Reference for Languages (CEFR).

They are working on tests in more languages such as Greek, Romanian, Turkish and Arabic.

Text srozumitelně předkládá základní postupy při zjišťování vzdělávacích potřeb, přípravě kompetenčních modelů a popisuje hlavní výhody a nevýhody různých forem vzdělávání, vhodných pro malé podniky. Zabývá se též kvalitou vzdělávání a motivováním zaměstnanců. Jde o ojedinělou příručku, která maximálně staví na praktických příkladech.

Education is often seen as the most important mobility channel for children of immigrants. To what extent is this true? In this article, the author looks at successful second generation Turkish professionals in Sweden, France, Germany and The Netherlands. What kind of pathways did they take to become a professional? Based on the large quantitative international TIES survey, the author reconstructs the pathways to a professional position in the four countries. We see how the open, comprehensive school systems in Sweden and France provide the main paths to a professional job.
