The manual focuses on the universality of methods and tools, addressing various groups of persons who have low competences in a specific context. The universality of methods and tools is achieved by defining main educational needs of learners in question and the criteria for choosing effective learning methods. A tájékoztató rámutat a felnőttképzési rendszer – egyre jobban felértékelődő – stratégiai szerepére és ennek okaira, elemzi a korábbi felnőttképzési rendszer kihívásait, és bemutatja az ezekből levezetett stratégiai célkitűzéseket. A dokumentum továbbá széleskörű információt szolgáltat a felnőttképzési rendszer megújult környezetéről és szereplőiről, jogszabályi hivatkozásokkal alátámasztva részletesen elemzi a fő változásokat, és megjeleníti a jogszabályok helyes alkalmazásával kapcsolatban felmerülő, gyakran ismétlődő kérdéseket és a szaktárca azokra adott válaszait.
