European policy initiatives supporting individual learning pathways

Since 2000 the European vocational education and training (VET) policy initiatives are focusing on facilitating mobility, progression and lifelong learning of European citizens in the context of their professional and educational pathways. These initiatives have led to the elaboration of the European Qualifications Framework for lifelong learning (EQF), and the European credit system for vocational education and training (ECVET). Those tools have in common to articulate the concepts of learner-centeredness, learning pathways, and the learning outcomes approach for recognition of individuals’ knowledge, skills and competence when they move between companies, educational sectors and/or countries. This Cedefop paper addresses these recent European education and training policy developments as well as discusses how lifelong guidance can support their implementation.
