The report on the second volume of Cedefop research on empowering adults through upskilling and reskilling pathways was published on July 2020. It presents the Cedefop analytical framework for developing upskilling pathways for low-skilled adults and illustrates its conceptual development.

The report gives an analytical framework as a support for policy-makers and stakeholders in designing and implementing sustainable, coordinated and coherent approaches to flexible and inclusive upskilling pathways. It articulated around important systemic features needed for a coordinated and coherented approach to upskilling pathways for low-skilled adults. The framework focuses on the empowerment of the individual and grounded in a lifelong learning perspective.
