ORGANIZATION OF ADULT EDUCATION SYSTEMS OF TOP RANKING COUNTRIES (SINGAPORE, FINLAND AND JAPAN) IN PISA AND THE COMPARISION OF TURKEY

This study has been done to the purpose of the revealing the similarities and the diffecences by comparing Singapore, Finland and Japan that have successful results in PISA (Programme for International Student Assessment) exam with Turkey in terms of adult education.Qualitative research method was adopted in the research; comperative scanning method was used.When the adult education systems of the countries are analyzed, it is seen that the education policies of all of the mare determined from the top of one hand depending on certain ministries.

Although the vast majority of adult education in Finland is carried out by the state, very few of the mare provided by private institutions. In Japan, however, it is mostly run by local governments, but there are in a smaller number of state-owned and private organizations. It was seen that, majority of adult education in Turkey is made by government however, only limited amount of the mare carried out by local administrations. On the otherhand, while adult education in Turkey, Finland and Japan is made through employment agencies at the same time, these education sare offered in completely private career management offices in Singapore and there aren't any government employment agencies. Adult education in Singapore, Finland, Japan and Turkey is being addressed within the scope of lifelong learning and contnuity of education is adopted as main objective.
