In the twenty-first century, connective digital technologies have a profound impact on the way individuals think, learn and behave. These technologies, which lead to deep pains in education, lead to the change of conceptual and perceptual structures related to e-learning due to the opportunities of sustainable connection, interaction, and cooperation.

The Theory of Inquiry Learning Community (Inquiry) provides a coherent, comprehensive and research-based theoretical framework for e-learning that has been reshaped in line with techno-pedagogical developments under the influence of linker digital technologies.

Therefore, in this article, D. Randy Garrison's 21st Century E-learning: E-Learning in the 21st Century A Community of Inquiry Framework for Research and Practice will be evaluated.
