Social inclusion of vulnerable groups

The involvement of vulnerable groups in any sphere of life is certainly an inspirational topic to be written and talked about. Centres for social welfare, local self-governances and non-governmental organizations are key actors in the provision of support to improve the circumstances for the provision of equal social rights.

Different strategic documents in Montenegro state that the existing networks of institutions and the level of development of social services in local communities in Montenegro do not provide the possibility to the beneficiaries in the system of social and child protection to use the services in their direct environment. This is primarily related to the services which support the stay of the beneficiaries within their families: personal assistance, daily care and clubs for old persons; as well as the shelters and admission stations, safe houses for victims of abuse and human trafficking, capacities for temporary accommodation of old people, housing with support for adult disabled persons and children and youth without parental care upon the termination of accommodation usage. Regarding architectonic accessibility, the key challenge is the lack of adapted facilities in public use fort the access, movement and usage of the facilities by persons with reduced movability and the disabled.

It is of crucial importance to recognize the strengths and weaknesses of our institutions with a view of greater inclusion of vulnerable groups. The greatest strengths recognized are the following:

- existence of national and sector strategic documents,

- established institutional capacities for the implementation of public policies,

- results and lessons learnt from previous projects and programmes and the existing human resources – experiential memory of IPA IV component,

- developed system of measures of active labour market policy,

- established inter-sector cooperation,

- experience related to innovations in education and science,

- increased financial investment in science,

- established grounds for the reform of social and child protection system,

- developed social dialogue on the national level.


Some of the weaknesses identified are structural misbalance of education and labour market, the lack of funds for the measures of active labour market policy and insufficient orientation towards target groups (long-term unemployed, youth, women, disabled, RE ), underdeveloped self-employment and entrepreneurship (including social entrepreneurship), insufficient focus of educational system to the development of key competences necessary for employability, the lack of constructive partnership (social partners, civil society) for investment in training and increase of employability of the unemployed and inactive, as well as the employed, insufficiently developed system of research and development in Montenegro (small number of researchers with regards to the overall population and EU average), insufficiently developed network of social services for vulnerable groups, insufficient social inclusion of RE population.

Regarding the area of social inclusion of vulnerable group, we certainly have to admit that a range of activities have to be carried out in terms of: timely adoption of strategic documents, increased information of general public and potential beneficiaries on the possibilities of using EU-funded projects, availability of administrative capacities of institutions for training and participation in capacity development and better knowledge on the local level for applying and implementing projects.
