In 2020 leek de wereld even stil te staan. Ook Centrum Basiseducatie Antwerpen (BE) moest de deuren sluiten voor enkele maanden. “Net als zovelen moesten we op zoek gaan naar alternatieven om te zorgen dat onze cursisten konden blijven leren”, zegt directeur Inge Schuurmans. Maar het centrum bleef niet bij de pakken zitten en zorgde voor een e-inclusief aanbod. Afstandsonderwijs is erg moeilijk voor laaggeletterde volwassenen, maar ook voor de lesgevers was het een nieuwe uitdaging. De grote solidariteit onder de lesgevers werd echter meteen duidelijk.

The Commission Communication on achieving the European Education Area by 2025 aims to help step up investment in education. The new Commission Expert Group will carry out an in-depth analysis of existing evidence to identify policies that can effectively boost education and training outcomes as well as inclusiveness, while improving the efficiency of spending. The European Union (EU) will channel more funds than ever into education and training over the next seven years. The deadline for applications is 20 March 2021.

Naše každodenní realita i výsledky výzkumů ukazují, že žijeme ve společnosti, pro kterou je charakteristické nerovné nastavení vztahů mezi muži a ženami, a ve které přetrvává diskriminace žen. In 2020 the world seemed to stand still for a moment. Basic Education Center Antwerp (BE) also had to close its doors for a few months. “Like so many others, we had to look for alternatives to ensure that our students could continue to learn,” says director Inge Schuurmans. But the center did not give up and provided e-inclusive lessons to their learners. Distance learning is very difficult for low-literate adults, but it was also a new challenge for the teachers. However, the great solidarity among the teachers became immediately clear.

This paper looks at the effect of technological and organisational changes on the probability for workers in the second part of their careers of transmitting their knowledge to other colleagues in their employing form. We use matched employer-employee data to link changes that occurred at the farm level with knowledge transmission behaviours measured at the individual level. To control for selection bias based on differences in observable characteristics between workers employed in changing work environments and those employed in non-changing ones, we apply propensity score matching techniques. We found that ICT and management changes reduce significantly the probability for workers over 45 of transmitting their knowledge to their colleagues. Then, we analyse the role of training in mitigating this negative impact. To address issues of self-selection into training, we use propensity score matching methods and a proxy for unobservable productivity. We show that participation in a training program regarding ICT tools may help older workers restore their role of knowledge transmitters.

In combating pandemics, more can be gained by changing citizens’ behaviours than by relying solely on the medical route. In the current COVID-19 pandemic, the struggle to contain the outbreak and push back new infection figures will ultimately be won by training citizens how to avoid creating secondary transmission chains. The COVID-19 pandemic highlights the relationship between individual behaviour and group risk. Mass training of all social strata of a country’s entire population is therefore critical in mitigating the pandemic.

The COVID‑19 crisis has resulted in a significant increase in online learning by adults. Much of the training that had started as face-to-face in classroom environments has been pursued online. Furthermore, individuals are being encouraged to use the time freed up by short-time work schemes to take up new training. As such, the crisis provides a powerful test of the potential of learning online.
