In Germany, representatives of the Federal Government, the Länder, and the Federal Employment Agency as well as industry representatives, introduced the country’s first "National Continuing Education Strategy" with a focus on continuing vocational education and training (CVET). The aim is to interlink continuing education policies of the Federal Government and the Länder and, togehter with other partners, make training provision and funding opportunities more transparent and accessible to all.
The Federal Minister of Education and Research, Anja Karliczek, said that the National Continuing Education Strategy is intended to lay the foundation for a new continuing education culture. The new strategy focuses in particular on continuing vocational training.
An innovation competition entitled "Digital Platform for Continuing Vocational Education and Training", called for the development of modular, interactive learning platforms as a response to the challenges connected to structural change. These are to enable low-threshold access to continuing training. To that end, Karliczek added, funding under the Upgrading Training Assistance Act (AFBG) will be substantially increased and the processes of validation and certification of informally acquired competences will be expanded nationwide.
The National Continuing Education Strategy offers concrete measures such as the right to acquire a vocational qualification, the strengthening of continuing education counselling or the promotion of training associations at regional level, emphasises Federal Minister of Labour and Social Affairs, Hubertus Heil.
The strategy's objectives at a glance:

- interlink life-long learning counselling throughout the country and strengthen qualification consultancy, especially for small and medium-sized enterprises
- strengthen the social partners‘ responsibility
- control and increase the quality and quality assessment processes of training provision
- make visible and recognise acquired competences of employees in vocational education and training
- develop formal training qualifications and continuing education opportunities
- strategically develop educational institutions as centres of excellence for continuing vocational training
- capacitate staff in continuing education and qualify them for digital change
- improve strategic planning and optimise training statistics
