The necessity of learning for the 21st century is to transform into learners who can keep up with new educational technologies and archive existing knowledge in order to become effective learners. Personal Learning Environments, in this regard, can be used as an educational tool for meeting the learning needs of users.

As a collection of tools designed by individuals for their learning needs, Personal Learning Environments have become enriched areas where learners can perform activities related to their learning experiences and where they can create, direct and share their learning archives.

In this connection, the most striking point of this work is to drive attention to how Personal Learning Environments are used in open and distance learning. The author also makes several remarks on English as a foreign language learning by giving examples of bookmark designs.
