Proposal for a Council Recommendation on establishing a Skills Guarantee

The Recommendation calls on Member States to draw up within one year from its adoption, an action plan for implementation. This should include coordination arrangements, priority target groups identified at national level, and the financial resources made available. This proposal recommends that Member States set up a Skills Guarantee allowing those who have left initial education or training without completing upper secondary education or equivalent (EQF 4), and who are not eligible for support under the Youth Guarantee, to access to upskilling pathways which enable them to:

  • acquire a minimum level of literacy, numeracy and digital skills and/or
  • progress towards a qualification at EQF level 4 or equivalent, acquiring a wider set of skills, building upon the Recommendation on key competences for lifelong learning.
